The project of building a mobile network on the highway "Amur" there are 4 important differences from anything we’ve done before:

It all began with the Soviet car industry

After the Prime Minister drove to the "Kalina" on the M58 highway "Amur", all three operators have started fairly rapid deployment of infrastructure on it. August 30, 2010 at a meeting on road construction in the city of Chita Prime Minister of the Russian Federation has been tasked by the equipment of the road M58 Chita-Khabarovsk (highway "Amur") mobile radio communication with the completion of work in September 2011.

SITUATION AT THE BEGINNING OF THE PROJECT

FIRST BIG COOPERATION

Understanding the global nature of the task, the Big Three operators pushed to an unprecedented step, namely, to take a decision on parity division of the costs of building the network infrastructure. If anywhere in the country for each of the operators of the sites and their hardware, here used as a basic common platforms, as agreed under the standard. This solution has reduced investments in the design of each of the participants in more than one and a half times. Generally, this is an amazing event, where each of the operators really began to work closely with the other, until that point it was considered simply incredible for the domestic market.

After determining the address of the program of construction of aerial structures, determination and coordination of which took place with the participation of the planners of the three companies, defined scope of work, which were allocated to each party. To arrange a 100% coverage of the road networks of the three operators, needed to set up in addition to existing positions 102 towers, of which the responsibility of the company were 38 VimpelCom and MTS — 32 Megaphone — also 32. To ensure full coverage of the route operators had to run 283 base stations, of which 101 BC — VimpelCom, 91 — MTS 91 — Megaphone.

COMMUNICATION

The only technology solution that would quickly arrange transportation along the route, it was the construction of transport networks based on the principle of microwave radio communications (radio relay equipment). In this area has also been made the principle of inter-operator interaction, based on the separation of the main transport network into 3 segments defined by geography. Each segment is within the responsibility of the operator. Set of measures for planning, construction and integration of radio relay within its cluster, each operator carried out independently, based on the harmonized technical requirements and principles of the organization of communication channels. • The ability to transmit a packet traffic and TDM traffic
• The minimum capacity of the RRL 150 Mbit / s in a single polarization
• On the main RRL organized 3 tunnel width of 50 MB for each operator

The project is coordinated by the Ministry of Communications of Russia directly with the involvement of government agencies that contributed to the allocation of land and forest land, construction of access roads. Energy supply facilities was entrusted to the JSC "RAO Energy System of East", JSC "IDGC of Siberia", JSC "FGC UES" and JSC "Russian Railways". The project budget was 4.7 Millards rubles, of which about 2.4 was used by operators of the "Big Three" for the construction of communication facilities, and the state has allocated 2.3 to provide power and the construction of access roads to the sites.
