Interview with the head of the holding Optical Systems and Technologies

Scientific and Production Concern "Optical Systems and Technologies" ("OST") is the largest Russian holding company for the production of electro-optical systems for military and civil purposes, with an annual turnover of 24 billion rubles. The holding company includes 19 enterprises, which employ about 20,000 people, including nearly five thousand researchers. "," Sergey V., tell us about the priorities of your holding.

Sergei Maxine:We specialize in the field of military technology — it’s opto-electronic systems and systems for all law enforcement agencies of the Russian Federation, including the Department of Defense and all of its structures: the Army, Navy, Air Force, missile troops, as well as for the Interior Ministry and the FSB.

The Interior Ministry — and internal forces and the police?

Yes. We are developing a system of surveillance and perimeter security for police and internal troops. They can also be used for civilian and military purposes.

You could just elaborate on the military use of your products?

Everything that is meant by such a serious concept, as precision-guided weapons with elements of exploration, this is our specialty. It used to spread carpet bombing, today’s technology allows to get into the window of a moving car. Even when he abruptly changes the trajectory of the movement. Our equipment is installed in airplanes, helicopters, tanks, reconnaissance vehicles.

All kinds of products that we produced, together with a civilian, is about 6,000 items of military and civil products. We provide a complete production cycle, from production of raw materials (ie, glass), hardware components, electronics and other things. Holding develops a unique 79 key technologies: from crystal growth, the development of optical materials to software and mathematical environments and manufacture a variety of components, mechanics, and electronics.

You could talk about any specific weapons development?

Our technologies are used in the aircraft PAK FA, Ka-52, all the "Mil" helicopters. Ka-52 — a unique complex, because this system has a large number of channels. They work at a good distance and very effective — hit the target with high accuracy in demanding applications.

Which types of complexes in question?

It is an electro-optical targeting system. All systems which have used our competitors during the military operations in Iraq and Afghanistan, and the Russian Federation has.

Do you mean the optical detection system, infrared system?

Yes. This is around the clock, and almost all weather systems operating under smoke and other interference. The advantage of our system is that they are passive — do not use active radiation and operate in stealth mode.

Such systems find and civilian applications. For example, we have set up systems to monitor oil and gas pipelines and have equipped their helicopters. With this complex through the earth stratum and can detect its temperature line image, and the computer in real-time analyzes and simulates a possible situation of the pipeline break in the future due to the voltage that occurs in the ground or in the pipeline.

Yes, we are actively involved in this project — developing a helmet-mounted devices and sighting system. The equipment communicates with communication elements. Fighter must quickly see their surroundings, know who is next — or your opponent, and solve operational issues of combat use.

What can you tell us about the development of weapons systems? What sights are there?

Under each weapon, depending on what kind of range it shoots should have their sights. Are nothing new night sight with laser light, but there is a struggle for the reduction in size and weight. Now we do sights, which weigh 500 grams. For comparison, a few years ago it was a few pounds. The problem is such that the modern soldier wore as little as possible the load. And in order to do this, we use the new composite materials and metals.

Infrared electronics, which we do, too, should be compact, battery operated maximum amount of time. This is also a set of technologies.

In what terms you can expect to see finished samples with the use of these technologies?

This year, we rent a few samples, they are now being tested. We intend to maintain this pace in the future.

Defense accurate data does not call?

By the end of the year, we will create new patterns of day and night sights.

You could call some other future projects?

New tanks that are projected.

"Armata", for example?

Yes. In this project, we are actively involved. This sighting systems, and not just some sensors. We are responsible for ensuring that our system was able to see the enemy, recognize and implement guidance to the target. We provide highly accurate defeat the enemy at maximum range in all weather conditions.

In 2010, France was purchased license for the production of thermal imagers for tanks, which then began to be produced at the Vologda Optical and Mechanical Plant. Why did you decide to buy a license from the French?

It was the foreign trade order. Foreign partners if they have developed some kind of relationship with other countries, have the right to order [technique] at their own performance. They asked for our side to make the thermal channel was implemented using French technology.

And some more examples of export orders can you name?

We supply [our products] in 83 countries around the world. We are involved in almost all contracts when it comes to tanks, planes, ships and unmanned vehicles — for them we also produce optical systems, either for exploration or for targeting.

Can you tell more about the drones?

We have developed a series of optical systems for virtually all of unmanned vehicles that have been designed or likely to enter the market. We can do it (systems for UAVs — approx. "Heathcliff") Weight from a few hundred grams, of any size and for any application. Here, our complexes are not inferior to the fact that the Israelis IAI (Israel Aerospace Industries) and Americans (FLIR). We offered our solutions to all potential partners.

UAVs are widely used in the civilian sector, for example, for monitoring forest fires. We developed a survey system for the Spanish concern Indra.

Now on the system "stealth" dropped third corvette, it’s called "Courageous." We have developed it for surveillance and targeting systems, which see both air and surface targets at a very great distance. This equipment can be used for civilian purposes.

That is, these complexes may be relevant to the anti-sabotage units to protect?

Yes, for example, our equipment can be used to provide security at
the Olympic Games [in Sochi]. By order of the Moscow Government, we have made our system for airships that will keep track of the traffic situation and solve the security issues in real time.

Let’s move on to the state defense order. What can you tell us about the performance of your holding defense contracts for the year 2012?

All holding companies fulfill the state defense order. Some of the contracts we have completed ahead of schedule.

That is a situation such as in some plants, where possible broke down because of the failure to agree on a price, you do not?

Discussion questions at us, of course, arise. We [working] as instrument-making plant — the number of suppliers of different components, we can go up to thousands. But in general, and with our parent organizations — it’s United Aircraft Corporation (UAC), "Uralvagonzavod" — we find positive solutions. Same with the Ministry of Defence. I want to say that from what is now painted on the state defense order, it follows that almost every year we have to increase it. This year, growth is about 60 percent.

Your holding is engaged in both military and civil products. What is their relation to the production?

The approximate ratio of civil and military production by the end of the year we should reach 40 to 60 percent. 40 percent for civilian products — it’s a big stake, because in the area of civil Instrument Russia is in a very tough competitive environment. Of the achievements — we supply medical equipment to 33 countries, and including such major markets such as Germany, Italy, Switzerland, Australia, Latin America and Asia.

We are actively developing lighting direction, that is, all the energy-saving lamps, releasing hundreds of items — office, travel. As for the submarine and surface fleet, now completed testing fixtures explosion-proof, they can be used for oil rigs and ships.

You said that in the supply of its products to 83 countries cooperate. And the percentage is much more — for domestic consumption or for export?

We believe that the total volume of the order of 40 percent — is exported. He shares with us in two parts: in Russia we supply [equipment] to our parent companies, and then they are already exporting aircraft or tanks. On the export side, then we have an independent right for foreign trade, and in the FSMTC we deliver products directly.

Yes, to a greater or lesser degree, this applies to all businesses.

What is the annual production of your products?

Until the end of the year we plan to turn in 24 billion [rubles], about 40 percent of them will be exported. Earlier in the framework of self-activity, we worked closely with the six countries, now work directly with 18 countries in the world and the growing volume of deliveries. At the end of 2012 as part of self-employment we will reach an unprecedented backlog of orders, it will increase almost three-fold.

It applies only to military or civilian products?

It is only in the military. According to civilian production, we also good dynamics, its growth in 2012 will be about 40 percent compared to the year 2011. For example, in the direction of health care products volumes were up more than twice.

And finally, some financial issues. What results are holding reached since inception in 2008?

If you look at the graphs, each year celebrating the growth of key financial indicators. We have not had a drop in production even in the onset of the financial crisis of 2008-2009. During this period, due to the diversification we have been able to increase sales by about 10 percent, and revenue increased by nearly $ 400 million.

How much money do you plan to spend on a new development to 2020?

We plan to reach turnover of 82.3 billion rubles in 2020, that is, increase it by about a factor of four. The share of R & D (research, development and engineering works — approx.
