The new avionics KRET in terms of functionality ahead of the competition

No modern aircraft can not be imagined without the complex avionics, which includes communications, navigation, flight control and meteorology. The new system allows not only to simplify the control of the aircraft, but also, for example, to warn the pilot of a possible collision.

On the state of affairs in the Russian market of avionics (OEE), the problems faced by enterprises in the design of new systems, how the state defense order is executed in 2013, as well as updates to the profile that will be presented at the MAKS-2013, in an interview RIA Novosti, Alexei Panshin said Deputy Director General for Strategic Planning and implementation of the state defense order of "Concern Radio-electronic technology" Andrew Tyulin.

— Andrey how to perform the state defense order in 2013? Are all group companies do their job on time?

— As for the state defense order (SDO), the companies do their job there, where there is a release of a batch production. There is no problem because the company prepared for this, cooperation is "fit" in the pace of deliveries. And where there is a development of new products, especially high-tech, we have encountered some difficulties. The problems are mainly connected with the supply of spare parts from the manufacturer. In the past year, we have already encountered this situation, in which, unfortunately, is getting worse. Due to the faster pace of growth in the SDO modern radio-electronic systems for all branches of service, we are forced to learn a new technique, failing to complete the pre-training and re-equipment of production facilities. It turned out that the program of development of a series of new techniques and the implementation of the Federal Target Program "Development of the military-industrial complex" (FTP DIC) are at the same time.

For a variety of high-tech products in the execution of the tasks we need to increase the SDO output annually in two or more times. Can you imagine what this pace? And this is a completely new product, new technology, which only yesterday we did not have, but that we need today for the production of these products.

For example, such a device is autonomous navigation SINS-SP2, which, in particular, is set on the fifth generation fighter aircraft (PAK FA). We have developed it, successfully tested, and now we need to ensure its production. In the past year, was delivered 20 products this year — 40, next to about 100. And all this is what is called a "from scratch". We have created a product that the market sverhvostrebovan, and production has not yet been prepared. Already conduct the necessary work and master the credit line, not waiting when money is on the FTP DIC are highlighted. That is, we look for ways to expand the bottlenecks and perform the task of defense contracts.

— Do you have sufficient budget funds allocated for the development and production of military products?

— Dynamics of the budget depends on the state budget process. Advances made after the conclusion of the contract, but the contracts are placed with a certain delay. Often have to take risks and to finance a complete set before placing the state defense order, otherwise the production cycle is not vpisheshsya. It turns out that the money for the contracts under which we signed, it is enough, but the dynamics of their income is in contradiction with the logic of the contracts, we have to attract credit. Also, there are difficulties in the execution of contracts for the MTC. We mainly by acquisitions. Payment of the contract pursuant to its terms, occurs when the customer has received the finished product from the manufacturer of the finish. Imagine we put a complete set, aircraft manufacturers have produced airplanes and put them to the customer, and only when the customer has the product, he pays. So, this process can take years, and during that time, inflation and interest rates on bank loans eat up all the profits, which we planned to use for investment in the development of the Group and research and development.

— What are the challenges facing the concern in the design and manufacture of avionics?

— The major problem we face is a sharp reduction in funding for basic research and development work on the development of technologies and prototypes. Let’s have the money to buy equipment, but no money for the development of technical processes. The situation is dramatically reduced when the cost of the formation of scientific reserve, gives rise to deferred problems, and we are already beginning to face them. Money on research and development is not enough.

Moreover, there are great difficulties in training. We can not fully staffed bureaus and institutes. The engineering staff is not complete. Fashion for lawyers, economists, managers and journalists (laughs) led to the fact that we are now a number of ways professionals can not score at all. Negotiate with regional universities to change the training programs, open profile department, we conclude contracts for training. The problem with the staff — it’s a screaming problem.

— KRET occupies 75% of the market for military aircraft avionics. Is there a purpose to bring this figure up to 100%?

— I do not see the point in it. We do not aim to create a monopoly and capture the domestic market, which is still great demand for old systems and avionics systems. Do we really need now junk? We focus on current and future avionics. Our position — to what reinvent the wheel, you need to take existing technology and make a new innovative product — the complete comprehensive fully integrated solution for a particular side. It is important to choose the best technology, and if they are foreign-owned, it is necessary to invite their partners in the project to consolidate its product maximum benefits.

— Whether use Russian technology companies of other countries in the development of avionics? If so, what is the state?

— Of course, enjoy. When we began to lead the development of new systems, we realized that to develop them only by Russian standards makes no sense. The first condition, which puts the KLA, is that we have to make the aircraft, which will be sold both in the domestic and foreign markets. Therefore, the requirements that are brought to our development, in line with international standards. In order to satisfy them, we must have the advanced technology, including foreign ones. We realize that if we do not solve this problem now, to create a competitive product, we will not work. Basically, we needed technology companies have U.S., UK, France and Germany.

— Whether the procuring foreign partners avionics produced in Russia? If you buy, in what quantities, what this country and what is the place of the Russian Federation is the global market avionics?

— To foreign partners purchased from us avionics, we need to get European and American certificates. We do not yet certified products only "Ulyanovsk Instrument Design Bureau" (UKBP), and I think that soon we will start to export products. We are just beginning to enter international markets. To be a provider, you need to meet international standards and to make sure that your product is able to live independently, and not only in the finished product. Now, of course, our avionics sold abroad, but only as part of aircraft, helicopters and other equipment on which it is installed. Traditionally,
the Russian partners in this area are the countries of Southeast Asia, Africa and South America.

— What distinguishes the modern Russian avionics from their foreign counterparts? Is it superior to competitors’ products on the characteristics?

— There must be compared not just individual product specific technology, you need to compare the functionality of the carrier (airplane or helicopter). Take, for example, the Su-35, Ka-52, Yak-130. On the functions of these products exceed their foreign counterparts integrally. And these functions are implemented our equipment. At one time to catch up and overtake their competitors can not, so we have chosen to integrate the functions of the device to satisfy the customer and the consumer.

Here we are in many competitive models and deservedly proud of it. For example, the Yak-130 simulates virtually any fighter. It is not easy to make the pilot really felt the model behavior of the aircraft, its response to the controls, instrumentation field is seen as corresponding to what he saw, sitting in the cockpit of military aircraft. How many years is necessary for our competitors to create a plane?

Now take a look at the Su-35s with his incredible agility, the ability to turn 180 degrees almost on the spot. It can detect airborne targets at a distance of 400 kilometers, a range has no radar no fighter in the world. In this case, the Su-35S is equipped with the finest in the world of stand-alone inertial navigation system, making it virtually invulnerable to enemy air defenses. All fighter avionics integrated into a complex set of systems, which are able to back up and replace the functions of each other, not to mention their intended purpose — to help the piloting and maintenance of combat. Therefore, from the point of view of functional systems, we are now a little bit ahead of the competition.

According to military production, I believe we have parity. Is there an advantage for a number of systems that we have created — for example, AESA (active phased array antenna — Ed.) For the MiG-35 that took part in the Indian tender. I can not disclose the details, but I will say that we even had complaints from some European developers to jointly create AFAR. This suggests that our finished products are quite competitive.

— What is your concern plans to present at the MAKS-2013?

— At the exhibitions, usually show the finished product. We will be showing at the MAKS two new products that have never been submitted. In particular, the helmet-mounted display system for target acquisition and combat helicopters PAK FA. Now we have made it a new image processing algorithm, which allows you to see targets in all weather conditions, day or night.

Probably, we will show a new nadvtulochny radar for the Mi-28N, which is installed on the helicopter blades. This is a good solution that allows the helicopter, rising above the terrain surface, crawl space, while remaining invisible to the enemy.

One of the most interesting and promising area is the creation of so-called ceiling head-up displays. At present, enterprises are OCD to develop such products. Now I have a pilot’s instrumentation field, looking at which it receives the information about the flight, purpose, etc. In the future, the panel with the devices will not. Instead, it will be clear glass, which displays flight information.

Thus, the pilot does not have to be distracted by the devices, it will be able to monitor the situation in the cold through a window. During the show, we do not show it, but this kind of research we have conducted. While such systems are only in the civil aviation and military aircraft no one put. We’ll be the first.
