According to the investigation, in the spring of 2010 the head of Klepikovsky region Ryazan Region Oleg Arhipochkin agreed with the representative of one of the few companies on the alienation of municipal land for a bribe of 6.5 million rubles. When the transfer of the bribe of three million rubles on 3 June of that year in the Spas-Klepiki was caught red-handed head of the settlement Ruslan Schepelev — he acted in collusion with Arhipochkinym.

Adopted in May 2011, the law on multiple fines for bribery ranks them by four species. "A simple bribe" (up to 25 thousand) shall be punished by a fine in the amount of 25-fold to 50-fold amount of the bribe. Bribery in significant amount (25-150 thousand) — shall be punishable by a fine of 30 times to 60 times the amount.
For bribery on a large scale (from 150,000 to one million rubles) is assigned to a fine ranging from 70-fold to 90-fold the amount. For bribery on a large scale — more than a million rubles — is set for a penalty in the amount of 80-fold to 100-fold amount of the bribe.
