MOSCOW — to grow flowers — blooming

MOSCOW - to grow flowers - blooming

Flower on the palm and around the blue of a cloudless sky …

In this symbol, there is probably an exaggeration. Moscow is considered one of the cleanest capitals in the world. It has become customary fishermen with fishing rods in the capital’s embankments, parks and gardens, full of flowers and greenery. For each Muscovite today have an average of forty-five square meters of green space, more than double the accepted norms. But Moscow is not only the center of science, art and culture, but also the largest industrial center. No one was surprised that nature coexists peacefully with advanced engineering, automotive and appliance, machine tool industries. During the years of the Tenth Five-Year Plan for the protection of the environment in Moscow, it spent 400 million rubles — three times more than in the previous five years. Yet the problem remains: the larger the city, the more opportunities there for conflict between nature and man. Moscow gives people the broadest possible education, career choices, make their life rich and interesting. But for all that sometimes comes at a price: an additional burden on the nerves and blood vessels, airways and eardrums. It is no accident Muscovites tend weekend escape to the forest park. How to reduce these burdens? How to learn townspeople-farming coexist with nature? To learn how to solve these problems today, on the systematic protection of the natural environment of the capital, set at the level of the national problem and was discussed at the 2nd Moscow City Scientific and Practical Conference.

The conference was organized on the initiative of Moscow City Party Committee, together with the Moscow City and the USSR State Committee for Hydrometeorology. In its work participated actively in the party, government, economic, scientists and specialists from many scientific and research institutions of Moscow. The report «On further improved and effective environmental work in Moscow in the light of decisions

XXVI Congress of the CPSU «was made secretary of the CPSU MGK I. Ponomarev. In his speech, he stressed that at the present stage of social development, environmental protection became one of the global challenges posed in close connection with the tasks of communist construction. Questions of improvement of the environment and natural resources are constantly in the spotlight of the CPSU MGK and district committees of the party, the executive committee of the Moscow Soviet and district executive committees are considered as one of the main directions of work of Party, government and economic organizations to implement advanced at the Party Congress the task of turning the capital into a model communist city.

Deputy Chairman of the Executive Committee of the Moscow City Council N. SHAFT told the conference participants about the results of the implementation of the recommendations of the 1st Moscow City Scientific and Practical Conference on the Environment and the plan for meeting the environmental work in the capital of the eleventh five-year plan. He noted that in the four years that have passed since the 1st Moscow city scientific and practical conference on environmental protection, environmental management in the capital increased significantly: issues related to the environment, often discussed in the sessions and meetings of the executive committees of Soviets of People Deputies in all administrative districts of Moscow, in the regional conferences, meetings of the party and economic asset.

A. Israel. Controlling the level of environmental pollution in the capital entrusted to the Central Goskomgidromet gidrometobservatoriyu altitude, which included in 1980 organized by the Moscow Center for pollution control, an extensive network of checkpoints to determine the level of pollution of air, soil and water bodies, both within the city limits, so and the Moscow region.

The plenary session also were: Deputy Chairman of the SCS & T LN Efremov, head of the Moscow GlavAPU G. Makarevich, the first secretary of the Proletarian District Party AF Korchagin, director of the Institute of Mineralogy, Geochemistry and Crystal Chemistry of Rare Elements, corresponding member of the USSR Academy of Sciences LN Ovchinnikov, director of the Research Institute of Road Transport, Doctor of Technical Sciences, Professor VN Ivanov, head of the laboratory to combat industrial and urban noise NIIStroyfiziki, Doctor of Technical Sciences, Professor GL Osipov, chairman of Leninsky district executive committee VD NOVOZHILOV and other comrades. Then, according to the selected direction, the participants continued their work in sections.

The first one discussed ways to improve the effectiveness of water protection and water sources. On the problems of the capital landscaping and green belt, protection and reproduction of fauna was discussed in the fourth section. The Sixth Section analyzed the promising areas to combat noise and vibration. In the seventh understood the issues related to the use and neutralization of waste production and consumption, the introduction of non-waste production processes. On environmental issues, and urban development have focused scientists and experts who took part in the eighth section.

In a break between meetings correspondent asked some participants of the scientific conference to share their thoughts on the achievements and prospects of Environmental Protection in Moscow. Here’s what they said,

S. Efimov, deputy head of the Moscow-Oka basin (territorial) control to regulate the use and protection of water.

— The protection and regulation of water resources — a problem of great economic importance. At the present stage it is solved by the construction of wastewater treatment plants, recycling and reuse of water, development and implementation of enterprise systems of drainage water. During the years of the Tenth Five-Year Plan in this area it has done a lot. Established permanent control over the design and construction of water conservation structures, maintenance of existing treatment plants and adherence wastewater discharge. In Moscow enterprises built and rehabilitated more than 400 wastewater treatment plants, commissioned a special device for cleaning the surface runoff from the territory of the city has increased the power structures of urban sewage, created 220 water recycling systems. The works on cleaning riverbeds Moscow, Yauza and Setun from sediment. However, it should be noted that the backlog of 14 urban sewage annually by increasing the volume of wastewater leads to an overload of aeration stations and sewage networks. In the current five-year plan is scheduled to address the shortcomings in the construction of Novo-Lyubertsy aeration station, sludge drying beds in Lutoshkina and expedite the decision on the design and construction of the Northern Wastewater Treatment Plant and post-treatment facilities at the station Lyubertsy.

An important area of ongoing water protection work should be the development and creation of drainage facilities. Unfortunately, Moscow enterprises carry out this work is not active enough. In our view, it should lead to the first industrial research institutes and design institutes, developing production technology. It is also necessary to accelerate the creation of an automated system for monitoring and management of water resources in Moscow.

VT toast, deputy chief Glavmosgortransa.

— We have to use — about 11 thousand buses, trolley buses and trams. The total length of urban routes is more than five thousand kilometers. In order to protect the environment Glavmosgortrans carries out a complex of works aimed at improving the quality of the repair and maintenance of rolling stock, equipment maintenance and repair shops diagnostic, control and regulating facilities, construction and reconstruction of facilities for treating industrial and storm water using systems reuse treatment Water for technical needs, and others.

Only in the last two years by improving the quality of repair and maintenance, implementation of diagnostic tools, extensive use of anti-freeze to reduce warm-up time motor buses by our teams saved millions of liters of gasoline and diesel fuel, reducing emissions into the atmosphere of more than seven thousand tons of harmful substances . During the 1980-1981 biennium. Glavmosgortransom was equipped with electrically heated engine 435 cars open parking buses in the winter, making it possible to reduce the heating of the engine idling and to significantly reduce the noise level at night. Heated allows annual savings of more than three thousand liters of gasoline every bus and reduce emissions up to a thousand tons of harmful substances.

Last year, for the protection of watershed treatment plants were used like «Crystal» with the system of re-use of treated water, which made it possible to save annually up to 180 thousand cubic meters of clean drinking water.

However Minavtoprom USSR, in our opinion, it is necessary to accelerate the development, manufacture and supply of transport companies in Moscow diagnostic stands specifically designed for buses. Already, there is a need in the supply of buses, engines that are equipped with electric heaters.

A. Becker, head of the Moscow center of the control of environmental pollution, PhD.

— Analysis of observations of atmospheric air pollution shows that in the tenth five-year thanks to the measures taken by the Party, Soviet and national economic bodies, enterprises and organizations of the city was able to reduce the level of air pollution by dust and sulfur dioxide to the established health standards and to stabilize the growth of carbon pollution. At the industrial enterprises of Moscow implemented a set of measures aimed at reducing the amount of emitted harmful impurities while increasing production. This is achieved primarily through improvements in technology, the introduction of progressive and dust filters and enterprises transition to a liquid fuel with a low sulfur gas.

During the years of the Tenth Five-Year Plan in Moscow it was eliminated 340 small boilers, coal-fired, out of the city displayed about 200 plants and enterprises polluting the air of the capital. As part of an integrated experiment «Atmosphere» research institutions of the capital, under the coordination of the Institute of Applied Geophysics Goskomgidromet has an inventory of sources of air pollution. The result is a fairly complete picture of the various areas of Moscow with a high or low content of harmful substances in the atmosphere that will undoubtedly have a significant help in the long-term planning of development of industry and transport of the capital.

Year by year, a beauty Moscow prettier. It is difficult to overestimate its importance for the development of industry, science, culture and art of the country. The harmonious development of the capital, turning Moscow into a model communist city — complex socio-economic and moral challenge. And one of its most important parts — the protection of the environment. Creative work of the 2nd Moscow scientific conference gave new impetus to the development of environmental affairs in the city. A useful exchange of views and experiences, specific proposals aimed at strengthening the work of the Environment.
