Russian language is not recognized as the second state in Latvia

Russian Foreign Minister said that Riga has ignored its international obligations by refusing to give to the delegation of the Public Chamber of Russia observer status in the referendum, which took place the day before and who are dealing with the issue of granting Russian a second state language.
Russian at the moment is in Latvia as a foreign language. After processing the data from 1.035 thousand stations opened in a referendum, for providing Russian a state language voted 273.347 thousand people voted against 821.722 thousand. Declared invalid 3.524 thousand ballots.

Community of former Soviet republics is closely monitoring the referendum on the status of the Russian language in Latvia, but doubts that the vote will result in success and will set a precedent for other former Soviet republics.
