"Winter is quite normal. Past 20 years, the winters were very warm, significantly higher than the norm, the anomaly up to four degrees or more. January 2013, we expect cold. In January may be two waves of cold — at the beginning and at the end of January, when the temperature can drop to minus 20 degrees Celsius, "- he said at a news conference at RIA Novosti.
