Campaign — the mechanism to show the West progress in elections

Society
For various aspects of the new phase of the campaign in the morning broadcast of "Freedom" talk to our radio correspondent Valery Kalinowski.

Hanna Sous
Valery, if the company was to collect signatures for a very liberal attitude of authorities (pickets were held in the center of the city, no one bothered to set polling tents, holding rallies, concerts), then to a point of campaigning and meeting with voters authorities treated more harshly (highlighted remote from the center of the spot)? What do you think, why?

Campaigning as collecting signatures — is the mechanism by which the authorities should show in the West, some progress in the election, it will go into the final reports of observers as positive, but with regard to early voting and counting of votes, can be seen here, the liberalization should be expected.

Valery Kalinowski: Here, one thing is clear: there was such a team, without a team in Belarus, nothing is done. But perhaps a new team. Here we have to mention that at the beginning of the collection of signatures of power, particularly the regions, are not allowed opposition activists in the crowded places. So I think that now somehow under psychological pressure from the West and the OSCE observer authorities allow opposition candidates to spend more or less quality-election campaign, especially those that were not complaining. Palace of the Republic will not give, of course, on the All-Belarusian Assembly, as sought Yaroslav Romanchuk, they will not be allowed, but the hall will present and picketing campaign of opposition candidates from the city centers will not be cast out. Campaigning as collecting signatures — is the mechanism by which the authorities should show in the West, some progress in the election, it will go into the final reports of observers as positive, but with regard to early voting and counting of votes, can be seen here, the liberalization should be expected. And the most important thing.

Sous: You covered many election campaigns. Let's take, based on your experience, comparable to the previous campaign and this election campaign, which has begun. What has changed except the number of candidates?

For opposition candidates opponent just Lukashenko and many publicly pushing for such a debate with him. But what it looks like, and then realize that Lukashenko will not go to the debate, he chose the former tactics — acts not as a candidate, and as the acting, and the life and uncontrollable president.

Kalinowski: All, if not even earlier authorities imitated some procedures, acted harshly, arresting hundreds of activists of the headquarters of opposition candidates who seized printed materials, were not allowed to hold a meeting is called a "three more" without the approval of the local executive committee, now even if they do not arrest protesters Day of solidarity go to the administration of Lukashenko. So here on the liberalization of the mind, but it's like a fairy tale about Abraham, rowan and goat: if the house is tightly — let it have a goat as expel it — will feel the liberalization. It's better than a hard scenario of past election campaigns … But so far only started the first day of campaigning, to compare with past campaigns, we must still wait.

Sous:
As experts to assess the possibility of access to the media at the presidential candidates in this business?

Kalinowski: As for the candidates access to the official media, they are traditional, the actual minimum — two performances, and one publication, except that these statements made at a more convenient time and added the debates and the opportunity of paid advertisements on national television. Independent printed media in Belarus, in principle, there is little, but for the past 5 years have substantially increased audience and influence of Internet resources, candidates are now actively exploring.

Sous: You talked with many of the presidential candidates. How do they relate to the fact that Lukashenko ignored the issue of certificates of registration? Or they expect that Alexander Lukashenko will agree to live televised debates?

Kalinowski: Opposition candidates react to it: that's his business, if he wants to see the opposition — well, do not. But in a debate with Lukashenko many would like to participate, especially in the air, without debate simply make no sense. For opposition candidates opponent just Lukashenko and many publicly pushing for such a debate with him. But what it looks like, and then realize that Lukashenko will not go to the debate, he chose the former tactics — acts not as a candidate, and as the acting, and the life and uncontrollable president.
