Ministry of Agriculture of Russia submitted to the government a draft of amendments to the law "On the responsible treatment of animals", one of which requires the owners of potentially dangerous breeds of dogs are trained, the message department.
The bill was passed by the Parliament in the first reading in March 2011. From that moment and for the past year, the development of the government amendments to the bill led Agriculture, together with other agencies.
"These amendments proposed to oblige the owners of potentially dangerous breeds of dogs are trained to establish common rules for their walking, prohibit the promotion of animal fights and ill-treatment. There are also requirements for the treatment of neglected animals, the rules of their capture and the organization of shelters," — said in a message posted on the website of Ministry of Agriculture.
Special attention is given the protection of animals from cruelty and treatment of homeless animals. Specifically, the bill prohibits animal fighting and promote ill-treatment, establishes requirements for the management of stray animals, the rules of their capture, the requirements for an animal shelter.
