The four defendants in the case of discharge of chemical waste near the village Balezino in the Udmurt Republic to stand trial for the poisoning of the environment of hazardous substances, said Prosecutor General's Office on Monday.
According to authorities, at the end of December 2011 the defendants — former director of LLC "PEC" Lenhimmash "in Izhevsk Ivan Cherkashin entrepreneurs Tahir Shangareev, Vasily Anisimov, Igor Dektereva — transported more than 323 tons of highly toxic substances to the station Balezino and merged them into the unused bituminous pit near the village.
"These actions have caused a threat of substantial harm to the life and health of the residents of Balezino, pollution and poisoning of the environment — soil, air, groundwater. Damage to the environment in excess of 5 million rubles," — said in a statement.
Dangerous substance with "Khimprom" according to prosecutors, entrepreneurs had to fake license Ltd. "PEC Lenhimmash" made at the direction Cherkashina. Then the accused wanted to use the chemical in the commercial processing of oil sludge in heating oil by dissolving carbon tetrachloride (a liquid when heated distinguishes phosgene — a gas which was used as a chemical agent during World War II).
The criminal case was filed under "breach of the rules for handling hazardous materials", providing up to five years in prison. Ivan Cherkashin also charged under "abuse of power" by which he could face up to ten years in prison.
Previously, as suspects in the case were six people — two residents of the Republic of Tatarstan and the four of Udmurtia, including the former chief of staff Sergei Nagovitsyn Balezino district, which, on 24 March was dismissed from his post by mutual agreement. According to investigators, he was allowed to put rail tank cars to a standstill at the station Balezino.
