Word of mouth. Interview with Air Arm pilot of the Air Forces of the dilemmas and prospects of the young Air Force recruitment

One of the topics discussed intensively near future is the situation with the Air Forces of Russia. In fact, repetitive publications often have analytical reviews of the conditions of service of the young pilots, as the most experienced crews in different military units of the military around the country. But often these surveys are based on a serious or official statistics, or data acquired from the respondents, quite distant from the particular service in the Air Force.

There is a lively discussion of issues related to how the promises of the authorities about the technical, monetary and social security of servicemen parts of the Air Force joined with the situation that is taking place in reality. For all this, it must be confessed, on the designated topic can be read as much as necessary, refer to the official statistics, published an interview with high-ranking military personnel, but it is unlikely to form a picture will allow understanding of what exactly is difficult now trevozhut Russian pilots, especially those who not so long ago started the service, received a diploma from the University of the flight.

That's why the "Military Review" has decided to give its readers the opportunity to find out about the situation in the Air Force strange that, word of mouth. To solve such tasks was to interview a professional member of one of the aviation groups. Note that the pilot agreed to an interview with a journalist in the compliance with the criteria for a particular bit of anonymity. And this requirement is understandable, since any information connected with military service and the activities of military units, telling reporters, may be a precursor of negative things to pilot-respondent by certain forces (Lipetsk precedent to the obvious proof).

Fertile, speak out so that the soil to talk with a representative of the flight personnel prazdnichek was the 100th anniversary of the Russian Air Force, during which one of the airfields of the Voronezh region gathered representatives of various aircraft parts for the military role in the celebrations with a demonstration of how modernized and new samples aircraft and its own flight abilities.

Those troops, who were able to talk with the journalist, "Military Review", is a senior lieutenant Vladimir D. — an officer of one of the air groups of the Southern Military Area, Soviet bomber.

Vladimir, on-1's, let me congratulate you on the great aviation prazdnichkom — the 100th anniversary of the Air Force, and in-2, thank you made time to talk with a reporter, "Military Review", in spite of their own very tight schedule. If you do not mind, we can begin our conversation.

Thank you for your congratulations. 100th anniversary of the Air Force — it's really a big date, which states that in Russian aviation as a glorious past, so, of course, and a promising future. Ready to answer your questions.

Vladimir, if you will, we will begin our discussion with your first steps in aviation. In what year you graduated from flight school, and how it ended up in the same air group you represent now?

I graduated from Krasnodar Military Aviation Institute in 2007. Despite the title of "Krasnodar", by the time the University has put together a descent voedinyzhdy several branches located on the territory of other cities of Armavir (Krasnodar Territory), Balashov (Saratov region) and Boris Gleb (Voronezh region). Now, by the way, Kwai — the only military university in the country that trains pilots to control the aircraft. On the one hand, it might seem to someone fact faster sad. There were, as they say, and "empty sets" were sets, and 15 people (among the Russian people), but now, as I understand, the university afloat — again resumed recruitment of young cadets in full. Precise figure I do not have, but the hunt to believe that the transitional period has remained behind.

If we talk about me personally, it's own air group today I was the most ordinary way — means rassredotachivaniya personnel. During his training in the last year with each of the students (I — among others) were interviewed in the course of which offers a certain choice of likely future service areas. I was very happy when I saw the list of proposals version of one of the Rostov military units, because I myself come from the same region. So the question for me personally ventured successfully.

Vladimir, at the end of the school you had to have a family?

Yes, I found a companion as a student of the 4th degree, and by the time of service in the military unit specifically our family is expecting a baby.

If you do not make more difficult, tell us about what conditions you personally and your family were waiting on the new site? How things with a place to stay and monetary allowances? Can you say that your expectations were met?

The fact is that in terms of starting a career flyer unlikely I am no exception to the rule. When my family and I arrived at the place of service, we are waiting for what is now waiting for the vast majority of military personnel, namely: the problem with housing. For those lieutenants who did not have time to get a family, provide a place in a hostel (specifically places — not the room). For family, themselves realize such an option is not considered, because we rented an apartment in the town, for which he received kazhdomesyachnuyu monetary compensation in the amount of 3,600 rubles (2007 — ca. "Military Review"). For a provincial town, a few kilometers from which it was placed our part, the sum of 3,600 rubles was, in principle, applicable if you suddenly decide to rent an apartment, of course … As I understand, in the countryside, this amount was approximately two times lower , but for the big cities — is 2.5 times higher. I will, to a large town (I'm not talking about Moscow) — a little, but all the young pilots knew in the military college, what to go because state that it is "like a lump on his head," it is impossible.

Now there is no such compensation, it is made read, monetized. And as this corresponds to the monetization of the costs of rental housing pilot (well, at least how other servicemen) — is a question that for each property.
By the way, at the start of his own flying career I was getting about 23-25 thousand rubles, which is twice the average wage in the region (it's kind of like the official statistics). We can not say that our family from that of currency allowances was in full ecstasy, but no one read it pennies. Completely missing, but as though what a normal person wanted more. More and come, but in time … Because state that my expectations were not met … No, it is perhaps not tell you … Especially since we are no "mountains of gold" no one promised …

What is included in your currency allowances at the beginning, and from which it arises at the moment?

I will say this: to change the options for the payment currency contentment all looked around then: a) salary by rank, and b) payments for long service, and c) increase of complexity and intensity. For all this, as I understand the law, this increase should not exceed 100% of the basic salary. We, the young pilots, the command of the air group was going to meet and pay out the maximum limit — exactly 100% of salary. Yet there are some local and individual factors, but the young replenishment of aircraft parts on them do not focus on.

The current foreign exchange allowance pilot, in fact, formed on the same principles. The only significant change is that all the benefits that pilots have used before, now converted into foreign currency equivalent, also appeared (and not so long ago was extended) Order number 400 of the Ministry of Defence, under which off
icers receive bonus funding.

Vladimir, I am sorry that I have to kill you. Now both among pilots, and in the media broke a serious discussion about this particular bonus funding. For you to be clear about what happened in one of the Lipetsk aviation parts, when a junior officer openly accused the commanders that they appropriate dopvyplaty. By the way, not so long ago managed to slightly speak with a representative of the Eastern Military Aviation Area, which stated that a certain kind of "financial hazing" is taking place. In connection with this, if you can clarify the situation with additional funding in your military unit.

Yes, certainly, Lipetsk case known to me, as it is clear and that it is not only far in our country. This, unfortunately … I know that in those levies or other aviation units of the Russian Federation is — I have friends, who claim that the bonus funding is allocated, to put it mildly, is not proportional. But at the same time, it is worth a read here about the trend particularly in the military environment? I can give you a lot of examples from other areas where fraud is much thriving. The examples do not need to go far: my wife works in the field of education. Teachers as I know, too, put the payment of … a sort of "over-tariff fund" — the term does not exactly say. And this over-tariff fund, the most fascinating, distributed command. Themselves realize that the value of bonus payments and in this case depends on how one or another ideological teacher close to management. And if the teacher conspired to notify the "extras", or justify the fact that he is unlikely to work … so we all arranged. Therefore, I believe that the army here is not an exception.

If we talk about my military unit, I can state with full responsibility, want to believe also, want — no, all the bonus funding, at least something about which I understand is divided between all personnel strictly equal. I honestly do not understand why the premium should be paid only to me, as a pilot, when preparing for my flight takes a whole group of people, from appliances and navigator to the commander of the military unit. Because the alternative that is practiced in our air group, I think more applicable. But, again, I am not a representative finchasti, because I can not for you to say exactly how much money the state stand out as these bonus money and on what basis the Ministry of Defense in general sees it rassredotachivanie. A system in which to identify those who are better, and those who are worse, in our country, I think, will earn no more very soon. Because the idea of equal rassredotachivaniya dopfinansirovaniya I find totally commonplace in those criteria, in which we are working now. Let my words to someone and do not like …

Vladimir, do you think that the increase in foreign exchange allowances conducted pilots (and other military) government — did not compensate for those benefits, which took away from the military?

You know, there must be read about who and what benefits have to monetize this, and who and what was an increase in the end. Yes, of course, before any officer could even go on a vacation as a family, and the price of tickets he was compensated. You could even ride in a luxury car or a special class in the ship to fly to space, providing tickets to finchast later for payment. Now there is none. But the wages that are now receiving most of the pilots can be enough to completely relax and the lake, and Sochi, the Maldives and many go … Because, maybe, 100% foreign monetization here can not be called, and call a small increase in the foreign exchange allowance also do not dare. Oh, and "alive means" everything's better benefits that could not always be used. By the way, you know, something that some benefits were: for example, the preferential queue for housing, the ability to make a baby in the nursery …

I can not give up without exciting attention to the problem of many young pilots: the latest figure laid flight (100 hours per year). According to the views of a certain percentage of the pilots as well as other interested parties, the young lieutenant by an impartial reason, can not master the 100 hours per year in the sky behind the wheel of a combat aircraft, and therefore their currency allowances seriously suffering. Because of this, many young staff, as reported by a number of media, trying to get away from the Air Force, using a variety of skills, including medical and flight Commission. How can you commented the situation with a hard hour limit for the pilot and the layoffs of young pilots from the Air Force. Can you name the dismissal of Air Force youth trend?

If you want to hear my world, it is this: the 100 hours — a figure that does not have such look too high. Although everything is dependent on the level of equipment of the military unit. For example, to the air group to which I serve, the young pilots are now quite difficult to recruit required hours in the sky. This is due not to the fact that we are not given the ability to fly, and that is not always combat training tasks can perform such raid. For example, everyday, as we call it, flight attendant circle time takes about 8-10 minutes, or even less. Given that during the year the pilot is expected to produce work exclusively in a standby option, then he swoops down, in the best case, 40 hours. But now there is an opportunity for young pilots to participate not only in the flight attendants, but take part in training operations, mass exercises, integrated with other branches of the military, in the end, events such as the one for which several of our aircraft air group arrived in Voronezh region .

Because if the young pilot is able to prove to be excellent, if, as they say, "air sick", the 100-hour raid — it does not face sky-high. In the end, even the strap to 100 hours — what's not an incentive for the young pilot to achieve noticeable results? On my own experience I can say that it will have to do some work, but most of the order and military school graduate to fly, no matter what. I know, for example, that my classmate, who serves in the Khabarovsk region in one of the air bases in the Pacific Fleet, now makes logged more than 180 hours per year. According to him, the number of hours of flight took off dramatically after they were told that the pilots will participate in the Pacific Fleet military protection from the air of the APEC summit. In southern Russia ahead of the Olympics, there is evidence that air units Rostov, Voronezh, Volgograd, Krasnodar Territory and other southern regions will soon begin joint military exercises on the Protection of Olympic facilities from the air. I hope that I get to participate in these aerial maneuvers.

And the willingness of a certain number of young pilots to retire, I can say follow. Those who have retired in the last year or two of our flight group (which, if my memory serves me, three people) — natives of our capitals. On the one hand they can be appreciated — Monetary allowance for 60-65 thousand Muscovites may seem low, but on the other hand … No, I do not presume to judge them …

As you said, "can we talk about the trends" in relation to layoffs. This is not a simple question. If you count all the young lieutenants who came into our air group for the near future (since 2007), they (along with me) 11 people. Write a report, as I have said, three. Call it tekuchkoj or negative trend, I think I did not take it. Just do not forget that I'm talking about their own air group, and the judge in the national scale simply can not — do not have such data. A dismissal of a medical-flight fee — this version we've been using, and 5, and 10 and 20 years ago.

Where is going to work by those who wrote the report?

About all I, of course, it is not clear, but one, I know exactly going to jump in civilian aircraft. But he placed his hopes that it will be put into a civilian airline
r cabin once, and he said that it was necessary to pass retraining courses. These courses cost around 12,000 dollars (minimum) for those who have a diploma of a military pilot. Therefore, I would say to those who are going to just jump out of the military in civilian aircraft — accumulate money … And those who decide to get off the air forever, and find themselves in the business, and in other areas. But, sorry, I can not judge about their choice …

Vladimir, how things work in your air group with replenishment fleet of combat vehicles, with an increase in training young pilots?

I can not say that we all move on a new aircraft, but the upgrade of existing models is often in the near future. Aircraft equipped with new technical means of communication, weaponry. The constant upgrading just yet and dictates the need to increase their skills. With all this every young lieutenant in our unit has the ability to qualify the "Pilot 3rd Class" after a few months after arriving from the Military University.

What did it take?

For this it is necessary to pass the exam, which consists of a 2-parts. The first part — the theoretical. It is to test the pilot's knowledge of regulatory documents, and the second — practical tasks specifically to combat vehicle. The whole difficulty for me was the fact that, having passed, the theoretical part, I could not pass the practice. The problem with all this was followed: to perform practical tasks must, of course, certain equipment. My task was bombing in the designated square. But it appeared that, the bomb was not, the plane was ready to fly … And the theoretical part while waiting for a few weeks, bombs and repair bombers "burned", had to take all anew. But in the end, the surrender was successful.

And you have not got the memories that you have mentioned the lack of bombs in stock — it's just an excuse to no longer possible to assign to you as a young pilot qualifications?

Not at all! After all handed over to the highest class and experienced pilots, and they were in the same conditions as me. Because all of the problem was in the equipment. This discrepancy appears now, but still the lowest in the scale.

Vladimir, I will discover on their own behalf and on behalf of all the staff and readers of "Military Review" to express gratitude to you for what you have agreed to share information. And most importantly — for the fact that you continue to do their difficult and so a suitable country work. Thank you! And of course, congratulations to you and all your colleagues and family!
