Development and delivery of additional diesel-electric submarines represents a specific control of the country in 2005 for the development of the concept of state industry and the formation of the so-called "Minimum necessary force» (minimum essential force — MEF). The purpose of MEF is the replacement and modernization of obsolete weapons and the establishment of military capability sufficient to deter external threats, border security, disaster response and energy security of the country.
