Frequent weather anomalies are pushing the state to the negotiating table on which are all of the same invention, the theorists of global warming of the last century — the UN Framework Convention for Climate Protection and the appendage to her Kyoto Protocol. This in his own genius document: of the global problem, he created a new global market, which is a virtual commodity trading — trading on the emission of carbon dioxide (the main cause of warming assigned).
But the period of the protocol ends in 2012, and the country can not possibly come up with a replacement. Meanwhile, Russia, she unwittingly made the biggest contribution to the fight against warming and was the biggest win.
Recently ended in Cancun 26th UN Conference on Climate Change declared successful. In the sense that there is no failure happened a year ago in Copenhagen, when made public became advocates of frame-up and pre-warming solutions in the interest of the developed countries.
But really agree on the future of the Kyoto Protocol in Cancun failed: too different interests panelists. Developing countries argue for the extension of the Kyoto Protocol in its present form. After all, it imposes obligations to reduce CO2 emissions only in developed countries, which, in theory, more than any other is responsible for climate change man-made.
Most of the developed countries, it is natural to want to extend these obligations at all — according to their current "contribution" to global warming. According to recent estimates, China, for example, the level of industrial pollution has already overtaken the United States. That, however, is not so important, as both countries did not participate in the Kyoto Protocol.
Overall, the share of the current member countries account for less than 30% of GHG emissions, the Kyoto Protocol is hardly a global agreement. That is why Russia, Japan and Canada at a conference in Cancun rigidly insisted on a new agreement that would satisfy all, and would be truly comprehensive.
The final decision of the fate of the Kyoto Protocol decided to postpone until the next conference is to be held next year in South Africa Durban. Then the delay will have nowhere to go.
I must say that, despite serious doubts in the scientific validity of the Kyoto Protocol, no one wants to bury it. Trading system has sparked interest in many countries. One it promises to-date "green" technology, the other — a new market through the implementation of low-carbon projects in third countries. Finally, the savings quota can be sold for real money. However, therein lies another problem associated mainly with the country.
Counting all quotas Kyoto Protocol is of 1990. This is the level of emissions to be reduced by 25% — 40% by 2020. However, Russia is lucky: her releases since then have fallen by more than a third. However, not by new technologies, and because of the collapse of the Soviet economy — when a large number of polluters simply closed. As a result, Russia "saved" 8 billion tons of emissions in CO2 equivalent (while the global economy is the amount of 11 billion tons).
This fact annoys those States, introducing new technologies, reduce emissions by only hundredths of a percent. In addition, they fear that Russia would bring down "the Kyoto market," throwing him their excess allowances. And others will buy them on the cheap, instead of dealing with real emission reductions. Anticipating this development, the European Union wants to achieve zero after 2012, all quotas savings countries in the period of the current version of the protocol. This idea met with hostility by the Russian side.
As the presidential advisor on climate change and the president of the World Meteorological Organization Alexander Bedritsky, Russia does not want the collapse of the market. According to him, "We want to maintain incentives, we want to promote this principle, that is, save us savings quotas maintained." As much as we're using them in the future, "this is our deposit," said Bedritsky. Will he be able to save it and "cash out" — it turns out only a year later, in Durban.
And Russia insists on very favorable to her "Kyoto" mechanism — JI (joint implementation — JI). It allows sauce to combat CO2 bring energy-efficient technologies from developed countries. The first of these projects just passed domestic and international adoption.
In July, 15 Russian Ministry of Economic Development has approved projects — the winners of the first competition in the mechanism JI, and in October, Sberbank (designated "operator of carbon units of the Russian market") began the examination of applications filed in the second contest. Both competitions involve the selection of projects that will reduce emissions by 30 million tonnes of CO2-equivalent. And on the second contest was filed 58 applications to reduce, for a total of 75.6 million tons.
That, of course, not in tons of carbon dioxide (no one has proved that it is CO2 is causing climate change), but the fact that the implementation of such projects — that is cherished economic modernization. As for climate change on Earth, the Kyoto Protocol, with its trading system hardly stop it. Despite the turbulent economic activity, a person makes a negligible contribution to the change in the concentration of CO2 in the atmosphere. And as to the influence of solar activity and it certainly does not compete.
However, the imbalance in climate may indeed be "human" reason — experiments with the ionosphere of the earth. Weather anomalies risen dramatically after the implementation of the American system of HAARP — a giant microwave emitter, which is, in fact, climate weapons.
Perhaps realizing what side effects have these experiences, the international community deliberately allowed on the wrong track, shift the blame for the warming of CO2. After all, for some reason, the fight against carbon dioxide from the start popularized the scientists and Western politicians and journalists. A Kyoto Protocol was invented as a way to financially interested in this fight as many governments and companies. That, actually, was quite successful: Kyoto game continues. Russia is the winner.
