The present and future of the Ulyanovsk aircraft manufacturing cluster: a view from the inside

Powerful bush aircraft companies are concentrated in the Volga region. In Ulyanovsk and Samara regions, as well as the Republic of Tatarstan are large aircraft factories, specializing in civil and military transport aircraft. 2011

In 2011, losses of JSC "Aviastar-SP" were the largest among all the companies UAC, and amounted to 2.5 billion rubles. Thus, the total order amount may reach 280 billion two aircraft (one — flying one — for static tests) are already collected, the third aircraft in March and April has to go to the final assembly, two more planes in the enterprise to varying degrees readiness. Tact production will be increased gradually: this year the airline has to make three transporter, in the following years the stocks should go to 6, 12, and the maximum number — 18 aircraft per year. Earlier, I said that to carry out an order for the production of IL-76MD-90A "Aviastar" will have to go into debt: the money will come from the Ministry of Defence on account of the company only in 2017, but the Defense Ministry has promised to redeem the court as they manufacture. The first two aircraft will be delivered to the Ministry in 2014.

The second major project that is developing at the "Aviastar-SP" — works on perspective of the main plane of MS-21. The task of the Ulyanovsk aircraft factory — to launch production of about 20 aircraft sets by 2018. Now from the 1300 positions in MS-21 "Aviastar" mastered just under 1,000. In particular aircraft factory sent for testing experimental compartment rear fuselage: the first "iron" for the new aircraft. MS-21 brought Ulyanovsk and another project, in November 2011 was the start of construction of the plant "Aerocomposite." Now the new plant equipment is being installed, and soon with the composite plant "Aviastar" will be able to do the work of assembling the wing, machining and so on. In the third quarter, "Aerocomposite" must release the first composite wing, and "Aviastar" — to collect the tail of the MS-21.

Work continues on the continuing airworthiness of aircraft and the modernization of the An-124 "Ruslan" for the Defense Ministry. Among them — the manufacturing, consulting, leasing, customs and any other company. In 2013, the Ulyanovsk aviation cluster, plans to receive 20 billion rubles of income. According V.Zinnurova, revenue structure of the cluster is formed not quite go as planned, and as nearly equal in relationships is divided into three parts: industrial, educational, and other enterprises. But in the long term it should change: industrial enterprises will generate at least half of the cluster.

Ulyanovsk SEZ port type also ended the year with positive results. To date, there are five residents in the pool of potential — eight more companies. Specialty residents — MRO, avionics, logistics, assembly of regional jets. There are also more exotic specialization, such as power plants and aircraft wiring systems. Now regarding the SEZ port type design completed in three directions: the economic part, engineering infrastructure, and the entire aviation infrastructure (taxiways, parking apron, and so on). Prospects

Before the "Aviastar-SP" is now worth some serious problems. In the first place — reducing the complexity and cost of production. To address these issues, the Government of the region involves extensive work with suppliers of components. The nomenclature of the plant will deliver 9-10 thousand positions, among them — do not just put it bluntly, bolts and nuts, but also, for example, the assembly fixture for aircraft. The large volume of orders, of course, is to give impetus to large-scale cooperation. Moreover, according to V.Zinnurova already seen a wide layer of interested parties, in cooperation with the "Aviastar".

In his opinion, the airline must be in the next five years to collaborate with at least 200 companies-suppliers. "And we need to set the bar to at least 50% of the aircraft" Aviastar "is formed in the Ulyanovsk region," — he said.
