Finance Ministry insists that urban municipalities encourage the use of environmentally friendly transport, including non-financial instruments. For example, have a special license plates, limited the use of conventional vehicles on certain days, or submitted hybrids and electric parking preferences, and to develop the infrastructure for the use of "alternative cars."
