The fact that Phoebe was born at the external borders of the solar system more than 4 billion years ago, was later captured by Saturn, and since then, little has changed, except for the powerful "scars" from meteorite impacts.

Measurements have shown that the density of mini-planet is 1.6 grams per cubic centimeter, which is much smaller than that of most of the rocks, but much more than that of pure ice.
It is assumed that the planet is composed mainly of a mixture of ice water and rocks, similar to what takes place in Pluto and Triton. Which was confirmed by other measurements.
But for a number of chemical parameters and Phoebe was akin to comets (though not identical to it), which again speaks in favor of the hypothesis of the origin of the satellite in the Kuiper belt.
