The new plant (a subsidiary of the Project Company SP Glass Holdings BV) will be built as a joint project of JSC "RUSNANO", the company NSG, represented in the Russian market under the brand Pilkington, STiS Group and the European Bank for Reconstruction and Development (EBRD). The volume of investments in new construction will be about 6 billion rubles.
One of the main products of the holding company SP Glass Holdings B. V., including operating glassworks in Ramenskoye and the new plant in Ulyanovsk, will be different types of energy-saving glass. Its unique properties are achieved by special coatings, each of which has a layer thickness of from 5 to 500 nanometers. Ordinary transparent glass, even when using a double-glazing unit have low energy-saving properties, which leads to high costs for heating and cooling. The use of energy-saving glass with nano in residential and industrial areas to reduce heat loss in cold weather to 70%, and in the heat of such glasses protect the building from overheating.
The agreement provides for the establishment of a new production at the industrial park — the industrial zone "Volga" in the Ulyanovsk region. Construction of the plant will begin in 2012 and be completed in 2015. Capacity of the new plant will be 240 tons per year of high-quality glass
In the framework of the investment project implemented in the Moscow and Ulyanovsk regions, will develop new technologies in the production of functional glass and glass constructions, including by attracting competencies Ulyanovsk nanotechnology center.
"For the Ulyanovsk region, this project will have a synergistic effect. This is not the only tax payments to the budget, jobs, but smart technologies that aim to improve energy efficiency in the region, on the rational use of energy resources. To date, the Government of the region — this is one of the highest priorities. The fact that such a large company came today in the Ulyanovsk region once again confirms the correctness of our actions on building investment policy. Over the past five years, the volume of investments in the region increased by 57%. Last year we raised 61.8 billion rubles of investments. And on the results of 2012, this figure is projected to reach 70 billion rubles, "- said the governor of the Ulyanovsk region Sergey Morozov.
"Companies will be given a unique package of tax breaks and subsidies, operating on the territory of the Ulyanovsk region for very significant investment projects. In addition, to the borders of the site will be brought all the necessary engineering and transport communications. This measure applies to residents support implementing their projects in the industrial area "Volga" — they provide a ready infrastructure of the industrial park, "- said General Director of the Ulyanovsk Region Development Corporation Dmitry Ryabov.
"The introduction of energy-saving glass is, in our opinion, one of the essential elements of the implementation of public policies to improve energy efficiency. Deploying the mass production of new materials will reduce the cost to the level of a conventional double-glazed windows. Construction of the plant in Ulyanovsk Region is caused not only by the rich resource base, human resources and infrastructure. The region is considered one of the most investment-privlekatelnyhv Russia: integrated support for regional government allows investors to significantly reduce costs in the early years of the project, "- said RUSNANO Managing Director Dmitry Lisenkov.
