The initiators of the agreement made by the U.S., EU, Japan, Canada, Australia, Switzerland, South Korea, New Zealand, Mexico, Singapore and Morocco, but according to official reports, is expected to join the agreement as Brazil, Russia and China.

Among other things, the agreement provides:

* Monitoring the movement of counterfeit materials at the border, the search of personal effects for the presence of copyright infringement

* Responsibility for hosting providers and transfer traffic containing infringing material

* Providers will be required to disclose information to the owners of the copyright of its subscribers on demand

* Prevent anyone, including a free, software that can be used for playing DRM protected or overcome protection, even if it can be used for other purposes. The ban on the marketing and hosting the projects.

* Permission to perform searches to find infringing material, even in cases where there is no reason to suspect

* The introduction of criminal liability for copyright infringement in countries where there is no such liability

* Each participating country is obliged to promote the importance of intellectual property protection in the population, including in educational institutions.

In addition, the Steering Committee will have the right to issue a supplement to ACTA, developed with the participation of producers of content that will have the force of law, but would not require ratification by the participating countries and will not pass legal review.

The development agreement was conducted for several years in strict secrecy, even the representatives of the European Parliament failed to get the draft agreement before approving the final version. Requests public organizations to publish drafts of the agreement were denied by reference to considerations of privacy and national security of the U.S., although some leaks were posted on Wikileaks.
