In the Kirovograd region began construction of a plant for the production of nuclear fuel
Russia and Ukraine have started construction of a plant for the production of nuclear fuel in the Kirovograd region. The project cost is estimated at 462.5 million dollars. The plant will cover the needs of Ukraine in the fuel, and the future of the country may be able to supply its products to Europe.
Construction of the plant is held in the village of Smolino. There Thursday ceremony of laying the first stone of the future of the enterprise, reports
"The future plant will cover all the needs of Ukraine in the nuclear fuel"
Plant for the production of nuclear fuel in Ukraine is built within the framework of the Russian-Ukrainian joint venture, in which 50% + 1 share owned by Ukrainian state concern "Nuclear Fuel", and 50% minus 1 share — a Russian company TVEL (fuel company Rosatom).
The total project cost is U.S. $ 462.5 million. Of these, some 324.5 million dollars will go to the construction of the first plant, which is scheduled for completion by 2015.
Funding for the project is 70% will be financed by borrowings, 30% — at the expense of Ukrainian and Russian shareholders. In addition, the fuel elements for priority measures will provide the joint venture loan of $ 3 million.
Full-scale construction work at the site will unfold after the development and approval of project documentation. This can happen in a few months.
General designer of the plant stands Ukrainian Institute UkrNIPIIpromtehnologii, but for the technology section of the project meets the Russian company SSDI, which is part of Rosatom.
The plant’s capacity will be 800 fuel assemblies per year. It will be made FA-type assembly and modification. Now Russia is in talks with Ukraine on the implementation at Ukrainian nuclear power plant fuel TVSA-12 and is planning its first delivery in 2014.
It is planned that the future plant will cover all the needs of Ukraine in the nuclear fuel, and eventually Russia and Ukraine will be able to supply its products to other countries. The Russian side, the project will provide uninterrupted services plant to enrich uranium.
Kiriyenko said that Russia and Ukraine may create a joint venture to enrich uranium on Russian territory. According to him, the country already has a joint venture on Ukrainian territory for the fabrication of nuclear fuel in Ukraine, which holds a controlling interest. When creating a joint venture for the conversion and enrichment on Russian territory control will already belong to the Russian side, he said.
The Minister of Energy and Coal Industry of Ukraine Yuriy Boyko also confirmed that the parties are interested in the integration within the conversion and enrichment of uranium, as Ukraine has undertaken not to carry out such work in the territory.
Recall that in 2010, Ukraine announced a competition to select a technology partner for the creation in Ukraine of nuclear fuel for VVER-1000, which was attended by TVEL and U.S. Westinghouse. In this competition won by fuel elements. The main advantage of the Russian company to Westinghouse was the willingness to invest their own funds.
"Fuel-FA-12 is used in the uranium enrichment process, that is, it is delivered are needed on an ongoing basis. In the future, Russia and Ukraine may provide fuel to third countries. Ukraine borders with Europe, it would be wise to try to establish where exports. However, to meet the internal needs of the export of speech does not go ", — told the newspaper VIEW principal analyst at IFC" Solid "Ibrahim Botas. He added that Russia is now in talks with Bulgaria on the supply of fuel TVSA-12 for NPP "Kozloduy".
"Construction of nuclear fuel in the Russian village of Smolino beneficial from the point of view of strategic integration with Ukraine. Joint production of nuclear fuel will strengthen the economic relations between the countries. At the same time, Russia will get additional leverage on partners that are also on hand to our country. Produced fuel should go on the support of all 15 reactors in Ukraine ", — said a senior analyst at" Alpari "Daria Zhelannova.
