Conversion at SCC: a new plant for the production of uranium hexafluoride

State Corporation "Rosatom" in 2011, has decided to make the SCC main center of production of uranium hexafluoride (HFCs) — the gas used in uranium enrichment, which later creates fuel for nuclear power plants. The volume of investment in the establishment of the factory, where the conversion of uranium concentrate all Russia will exceed 7 billion rubles.

The new plant will be located to the south of what is now the radiochemical plant SCC. It will consist of precious metal-oxide, sublimate production and the production of fluorine and uranium-processing unit of fluorinated turns. It is possible that in the future there will be other redistributions initial stage of the nuclear fuel cycle. It is expected that the production of HFC at SCC will begin in 2016.

According to the materials of the environmental impact assessment (EIA) for the conversion of raw materials will serve as natural uranium and recovered (extracted from spent nuclear fuel — SNF). The plan is to produce 18,000 tonnes (uranium) HFC brand "H" (natural uranium), and 2000 tons mark "RT" (from reprocessed uranium).

At the end of 2013 it is planned to start construction of the plant. On May 16, 2013 scheduled hearing on EIA materials. All identified at the hearing impacts on the environment will be taken into account in the adjustments to the substantiation of a license for the construction, as well as in the design documents.

As RIA Novosti said the head of the project to establish the conversion of production at SCC Tvilenev Constantine, according to preliminary estimates, the new production is much safer from an environmental point of view, than now exists.

"Our primary goal — to create a modern, environmentally friendly production, which is able to process different types of raw uranium. It will replace the existing power conversion SCC. They already 50 years old, they were created by the old technology. A new production will be more modern and safer. And the introduction of new facilities will reduce the environmental burden, "- said Tvilenev.

According to him, experts in the preparation of materials for the hearings identified two factors that may have an impact on the environment — radiation and chemical emissions. The degree of purification of the contracted air containing the active alpha-aerosols is 99%, the degree of purification of chemical substances is not less than 95%.

"We must understand that we set standards for clean-up is higher than the state requires of us. All factors considered, examined the scheme of waste management, recycling schemes. Our task — to organize the processing of all the revolutions that occur during fuel production. All the momentum and close the Make a waste-free production, "- said the head of the project.

He stressed that the new production capacity will exceed twice the current and will fully meet the needs of "fuel element" in the uranium feedstock. Thus due to the concentration of the entire conversion on the same site with a full load instead of a few under-loaded plants will produce cheaper fuel for nuclear power plants, which will eventually lead to a decrease in the cost of generating electricity.

SCC plans to obtain raw materials from Russia and from abroad.
