Will the competition
Previously, Andrew Guselnikov warned non-pilot regions "of premature action for building or upgrading of MIS as No additional funds to integrate with federal services provided. " Market participants surveyed by CNews, believe that this delay will not allow the Ministry of Health to meet the claimed time and weaken the competition between the players, specializing in the development of information systems of this kind.
Andrew Guselnikov insists that no preferential treatment to anyone not created: "Make everything as publicly warn against any action shady characters who run the market, and for a" small percentage "promise MIS developers to integrate with federal services."
Infrastructure of the region did not forbid anyone to build, says Deputy Minister: "I nepiloty warned against hasty action is to build MIS." The cost of MIS "obviously is not a significant part of the costs for information technology," he adds.
At the same time Guselnikov "based on the experience of implementing such large-scale projects" does not exclude that part of the "Finalize the action" may be displaced at the beginning of 2013
