According to him, the importance of creating a new space system due to the fact that the Arctic is a "weather kitchen" for the entire northern hemisphere, has a decisive influence on the formation of weather and climate in the northern hemisphere.
"Due to the increasing importance of this study and predict changes in Earth’s northern hemisphere climate by continued global hydrological monitoring. But very important for weather forecasting and identify the causes and mechanisms of climate change, the Arctic region is unavailable for continuous meteorological observations existing means, "- said Kuznetsov.
He noted that the meteorological spacecraft in geostationary orbit by physical constraints can not provide surveillance of the Arctic territories with the latitude of 60 degrees north latitude with the required quality data. Existing low-orbit spacecraft also can not provide hydrometeorological monitoring the entire Arctic region with the required visibility (simultaneous recording of the visible disk of the Earth) and the periodicity of 15-30 minutes, Kuznetsov said.
"Implementation of the visibility and frequency of hydrological monitoring of the Arctic region with capabilities equivalent to geostationary spacecraft, will require a constellation of dozens of low-orbit satellites. This approach has not even realize in the international cooperation because of the high cost and complexity. Therefore it is suggested to receive satellite data in the required scope and quality necessary to solve meteorological problems on the Arctic region and the northern areas of the Earth, with the help of two spacecraft "Arktika-M" in highly elliptical orbits, "- said Kuznetsov.
Further, as previously reported, within the system of "Arctic", you can create communication satellites "Arktika-MS" and the radar "Arktika-R".
According to the Russian Federal Space Agency, as part of the contract concluded with the Russian Space Agency Lavochkin should conduct pilot projects to create HEO hydrometeorological space system "Arctic", to develop, build and conduct flight tests of the first of two meteorological satellites "Arktika-M". The system of two similar satellites designed for operational meteorology, hydrology, agro-meteorology, climate monitoring and environmental protection in the Arctic zone. All work under the contract must be completed by 25 November 2015.
In the framework of the signed contract Lavochkin get through 2015 5,000,000,000 368,000,000 rubles. Of them in 2012 — 1,135,000,000 rubles, in 2013 — 1.681 billion rubles, in 2014 — 1.282 billion rubles, in 2015 — 1.270 billion rubles.
In turn, General Director of the Moscow corporation "REKOD" Vyacheslav Bezborodov said that the space service centers (CMC) based on GLONASS can be opened in the Asia-Pacific Region (APR).
"We propose to expand our infrastructure centers for space services on the APEC countries. A number of countries are interested in our examples of GLONASS technologies in Russia ", — said Bezborodov.
According to him, the services based on GLONASS satellite constellation of remote sensing satellites have been developed corporation and "run-in" in the regions of Russia. Space Service Centers opened on the basis of institutions, research centers and schools.
