In Russia celebrate rescuer


December 27, 1990 according to the decision of the Council of Ministers of the RSFSR "On Education of the Russian Rescue Corps of the State Committee on the Rights of the Russian Federation" was created by Russian Rescue Corps led by Sergei Shoigu, and in the 27 December 1995 presidential decree was announced Rescuer Day of the Russian Federation.


In 1991, the Russian Rescue Corps was reorganized into the State Committee for Emergency Situations of the Russian Federation, and 19 November 1991 on the basis of the RSFSR State Committee for Emergency Situations and Civil Defense of the RSFSR created State Committee for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters under the President of Russia (RSFSR EMERCOM), chaired by Sergei Shoigu.

In December of 1991 established the Civil Defense Forces Headquarters of the RSFSR and the nine regional centers for Civil Defense and Emergencies. In 1992 he formed the Central airmobile rescue squad (Tsentrospas) as one of the main EMERCOM rescue units. January 10, 1994 EMERCOM Russia is converted to the Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (Russian Ministry of Emergency Situations), which is headed by Sergei Shoigu. In 1994, as an operating entity of the management of the Unified state system of prevention and liquidation of emergency situations (emergency management), started functioning Center for Crisis Management (CMC). Later (2006) on its base creates the National Center for Crisis Management Emergency Situations of Russia (National Emergency Management Center) as the daily management of the emergency management agency.


On 17 September 1999, a system of psychological services on the basis of Russian Ministry of Emergency Situations of the State Institution "Center of emergency psychological aid" (SI TSEPP). Originally GU TSEPP Russian Emergencies Ministry branch was "All-Russian Center of Emergency and Radiation Medicine, Russian Ministry of Emergency Situations," and since 2003, by order of Ministry of Emergency Situations of Russia "On the establishment of psychological Russian Ministry of Emergency Situations’ Center becomes independent.

In March 1997, the agency created to monitor and predict emergencies Russian Emergencies Ministry to summarize the entire forecast information on emergency situations of natural and man-made disasters, and in 1999 at its base the Russian Center for Monitoring and Forecasting "Antistikhia." In 2012, the Ministry of Emergency Situations to rescue more than 210 thousand people, put out more than 140 thousand complex fires.
