In Russian eyes photodiode Q400 regional airliners

Rostekhnadzor and the world’s largest aircraft manufacturer — the company Bombardier in the MAKS-2013 signed a memorandum of intent to establish a joint venture in Russia, which will release Q400 aircraft for regional transportation. According to experts, the demand for such aircraft in Russia and the CIS countries will be more than 250 pieces of equipment through 2030. The plans Rostekhnadzor start assembling them within one and a half years.

Rostekhnadzor and Bombardier will be included in the joint venture on a parity basis. State Corporation for 2014 will build a plant in Ulyanovsk port special economic zone. Investment in the project will be about $ 100 million. Bombardier, in turn, transmits all the necessary intangible assets: the production technology, design documentation, intellectual property rights and know-how. The document provides for the phased joint work. It is planned that the first stage production of the aircraft will be fully implemented in the territory of a partner. In Ulyanovsk will only adaptation technique for a specific customer. Since 2015 it is planned localization of aircraft assembly in Russia, and since 2016 — and airframe components. The maximum capacity of the plant will be 24 aircraft per year.

In addition to the memorandum, Rostekhnadzor signed an agreement with Bombardier for pre-order 50 aircraft Q400, which is the part of the State Corporation signed its "sister" structure — the company "Aviakapital-Service". According to the agreement of the parties, the agreement will enter into a firm contract after the creation of the joint venture.

The implementation of initiatives Rostekhnadzor in regional aviation will open a new area of business in Russia — the direction of small and regional aviation. At this point in the Russian Federation does not have complete jurisdiction to establish regional aircraft, as well as a full-featured single complex, which could design and produce similar machines. According to experts, the need for fleets of Russia and the CIS countries will be about 250 aircraft of this class until 2030. According to the Ministry of Transport, the volume of regional air transportation in Russia in the next 5 years is expected to grow about half — from 4.54 million passengers in 2012 to 9.1 million passengers in 2018. Such indicators are incorporated in the plan of the Ministry of Transport of the Russian Federation on the years 2013-2018.
