The Russian Defense Ministry and the United Shipbuilding Corporation failed to agree on the cost of three submarines for the Navy, which will go to war at cost. According to the newspaper "Kommersant", citing a source familiar with the negotiations within the framework of the agreement the nuclear submarine "Severodvinsk" Project 885 "Yasen" will cost the Ministry of Defence in the 47 billion rubles, and the submarine "Yury Dolgoruky" and "Alexander Nevsky" project 955 "Borey" — 23.2 billion rubles each.

The contract for three nuclear submarines, the signing of which shall be held within the next week, until recently, was the only agreement which are not regulated under the state defense order for 2011. According to the source "Vedomosti» (№ 207 of 02.11.11) in the Ministry of Defense of Russia, the total value of the contract for three submarines was more than a hundred billion rubles, which is still a few billion rubles less than originally requested Shipbuilding Corporation. This amount also includes the completion of the completion of the project "Ash", estimated at 13 billion rubles.

Currently, a special commission set up to resolve disputes between the USC and the Ministry of Defense, is developing a new version of determining the value of products and contracts, which will have to start operating in the state defense order for 2012. Details of the new system of contracting were not disclosed. According to a source of "Kommersant", future contracts will allow USC to maintain the profitability at a positive level. Earlier, President of USC Roman Trocenko said that the Defense Ministry in negotiations trying to achieve a significant reduction in the price of the submarines, resulting in an overall profit margin gets a "minus 24 percent."

Meanwhile, in addition to signing a contract for submarine project 885 and 955, the Ministry of Defense and USC signed another important agreement that will allow the Corporation to any future orders to pick their own subcontractors. Previously, they are appointed by the War Department itself. Under the new scheme is expected to ship builders will take greater responsibility for performance of the contract with the Defense Ministry, as all costs will be borne by already own.
