Omsk region became a pilot in the implementation of the federal project to create industrial-agrarian clusters. Here are fulfilled state support mechanisms for the production of such structures in the Russian regions.
Industrial and agricultural regional clusters, or PARK — A federal project that will be implemented in a number of Russian regions. Within this framework will result in four clusters: agriculture, petrochemical, timber and silicon. Omsk region was for the project to start.
The essence of the project is simple enough — the creation of innovative production chain closed loop that can quickly respond to market needs. Such businesses, built on cluster type, will take full advantage of the industrial potential of the region.
It is the formation of the cluster approach and the production is the basis of a new economic strategy for the platform (NEP) region. It was introduced by the governor of the Omsk region Leonid Polezhayev in 2010, during a visit to the region by Russian President Dmitry Medvedev.
Today the project is in active PARK practical phase. Since March PARK working on construction sites over a thousand construction workers and specialized professionals. The project provides the necessary retraining of personnel — 80-85% of the total number of vacancies shall be filled by the local labor force.
In April, the park appeared Community Board. It is designed to bring together governments, civil society, business and science for the further development of this major innovative industrial project.
Closed chain within clusters
Creating an integrated production with the use of technologies for deep and complex processing of grain and biomass-based biotechnology, microbial synthesis and nanotechnology — is based on this agro-industrial cluster. Anchor the production of the first phase of the project will be a set of deep processing of grain and biomass in the high-protein animal feed, organic additives for gasoline, "Euro-4" and above. Creating your own feed production, balanced in amino acid and protein composition, will provide for the construction pig and poultry farms, and meat processing plant.
The second phase of the project involves the organization of production of biomass wide range of products for the pharmaceutical, perfumery, cosmetic, food, chemical industry and agriculture.
For the development of this cluster in the region has a strong base — about 3 million hectares of arable land, the ability to expand acreage, grain surplus of around 2 million tonnes per year, up to one million tons per year of biomass. A special long-term target program provides direct budget financing in the amount of about 44 billion rubles.
Petrochemical cluster consists of a set of related industries: production plant etiltretbutilovogo ether (ETBE), reprocessing of propane-propylene fraction, thermal power station. Production of ETBE will produce large amounts of gasoline, "Euro-4" and above, biogasoline, and partly replace traditional hydrocarbon feedstock for renewable, thereby lowering the environmental load and energy consumption. One of the main objects of the cluster will be under construction polypropylene plant — "Polyom."
As for the silicon cluster, then in the framework of its planned production for the full redistribution of silicon, including the production of polysilicon, mono and multicrystalline silicon and silicon wafers for the solar industry, microelectronics and high precision optics. For this purpose, the cluster is planned to build a plant for the production of polycrystalline silicon production capacity of 10 thousand tons per year. Investment is estimated at 51 billion rubles. In this cluster will also include the business of mining and processing of high-purity quartz and plant for the production of silicon metal, included in the Kazakh concern Silicium Kazakhstan.
Currently, the growing needs of Russian producers of polycrystalline silicon, mainly semiconductor quality requirements are met by imports. This market is highly competitive and young plants are extremely complex. Therefore, the main focus is not only Omsk, but other Russian silicon silicon production project is seen specifically for the solar industry and its export.
Now for polysilicon plant in Omsk fighting the Germans and the Americans. The German construction company rated it at 1 billion dollars. In April, the U.S. company Dynamic Engineering Inc. (DEI), having polysilicon production technology, offered to organize production in Omsk "turnkey" for 725 million dollars and in just 27 months.
"Every product that is in demand, begin to exhaust in any unreasonable price limits, — Said the deputy of the State Duma, the project leader Michael Park Sutyaginsky. — The popularity of this technology has reached its peak. The Germans clearly oriented and have started overprice. We were able to convince our American partners, which is not new to this business. And so today, we have a chance to get a good competitive cost of this project. "
And one cluster — Timber — Should give a powerful impetus to the development of the northern territories of the region. It was there that focused its abundant timber.
In this cluster will include enterprise logging, pulp and paper mill, wood-processing factory, the production of wood-plastic composites. It will become an integral part of the production of heat and electricity from wood. All companies belonging to this cluster will use the principle of ecosystem-based approach to the rational, continuous and inexhaustible forest management. Industrial development of biochemical technology and chlorine-free processing of wood will organize the production of high-quality paper, packaging, wood-plastic composites.
Business around the polypropylene
All projects within the framework of PARK are now in varying stages of implementation. To the greatest degree of readiness — the agro-industrial and petrochemical clusters: this year plans to launch separate productions.
Construction of the plant for the production of polypropylene "Polyom"
In the third quarter of 2011 is scheduled to run the plant "Polyom" for the production of polypropylene. Construction is "Titan" with the support of the regional government under the public-private partnership with the involvement of Vnesheconombank — more than 11 billion rubles. After reaching the design capacity of the industrial complex will be able to produce in a year to 180 thousand tons 78 marks.
Polypropylene plant will be one of four Russian companies such high technological level. One of the features of the project — the creation of close to the source of raw materials for small and medium businesses, specializing in polymer processing and manufacturing a wide range of consumer goods: products for medicine, electrical and mechanical engineering, building materials, pipes, fibers, cultural goods, household products, automobile parts , packaging film.
To do this, next to the "polio" is formed industrial park, residents of which will be about 40 small and medium-sized businesses, which will process up to 100% of produced polypropylene.
"Construction plant provides small and medium-sized business opportunities for participation in obschetehnologicheskoy chain"- Says Leonid Polezhaev.
The main partner in the construction of the plant — a group of companies Maire Tecnimont (Italy)
. Between the "Titan" and Tecnimont signed contracts for the design, fabrication and installation supervision in excess of 60 million euros. The Italians provide supply a set of process equipment. According to Michael Sutyaginsky, first production is planned for in the third quarter of this year.
The total investment, which is planned to involve in the project PARK, tens of billions of rubles. Work with potential investors is ongoing. We are actively being negotiated with various companies for the supply of process equipment, mainly for those of production, delivery of which is scheduled for 2011. Thus, in the past in the Omsk region of the Fourth Conference of raw Russian-German forum in the form of petrochemical cluster received an offer from the company BSW — supplier of process equipment for the manufacture of sack tare — on further cooperation in the implementation of the contract with the German company Deutsche Leasing Vostok (DLV). Anticipated funding of the project — about 180 million rubles.
There, at the conference, a number of agreements on the further implementation of the projects in the agro-industrial cluster, where it is planned to put into operation and pig feed mill. An agreement on cooperation in the field of design and supply of equipment for the mill complexes between the Center for Innovation (Omsk) and the company MMW System GmbH. Further consultations were held with the owner of Austrian Johann Wolf Wolf System and director of the export Klaus Schlag of contracts for the supply of process equipment for poultry farm for growing turkeys.
"Innovative enterprises in the cluster, causing a serious interest in the business circles of Germany and other countries. Projects meet the latest requirements for processing raw material and relevant to investors from the European Union. Their total capital intensity than four billion euros
