Russian arms supplies: truth and fiction

Lately it has become fashionable to criticize Russia at the expense of non-performance of contracts by it (or poor performance) on military-technical cooperation with other countries, in simple terms for the supply of our arms to other countries. But, perhaps, about the "last time" I’m wrong — this leads to not stop showering for a long time and the end-edge of it, alas, is not visible. But, upon closer inspection of such claims, it turns out that the facts cited in support of this thesis — do not stand up to scrutiny.

For example, in this context often mention India. Well, let’s face it. Here are a few illustrative primerov.1 / Indian military declared substandard aircraft delivered: that two MiG-29 fighters themselves have fallen in one day. According to the survey data "black boxes" found that two Indian pilot — apparently, reckless drivers and broken — in violation of written and unwritten rules and regulations come in the land together, wing to wing. The result, of course, the planes collided in the air, one is immediately dropped, a second hard planted a car. Upon investigation, India claims to Russia had …

By the way, about aviaproishestvy in India — all of the pilots and technicians prepare the Indians only do they consider themselves to be very high caste and self-esteem they have a very, very rolls I will not deny them quite a decent training, but just because of the high conceit of they pay little attention to the advice and opinions of others, considering themselves the best and most intelligent, and they are not childish steep recklessness, Indians just very often and fight … And with the maintenance of the Hindus are often specific shoals: because that sometimes their vehicles, besides considering himself the smartest (and because of the laziness of the ordinary, and sometimes do not conduct a full service aircraft, there was a lot of accidents …

The Indians declared substandard tank guns purchased at a T-90C: that shot a couple of times — and all gun — a wreck. While still at the conclusion of our contracts immediately warned the Indians that the shells must also buy from us, or, in extreme cases, use other, but satisfying spelled out in the contract specifications. And the shells produced by the Indian zavodika (curves even visually!) — Better to just throw out, would be cheaper. But the Indians decided to save money and began to use their own, Indian, shells. The result — a bunch of ruined tank barrels. Upon investigation, India claims to Russia had … And at the same time we purchased an additional batch of tank barrels (instead of ruined) and a large shipment of our shells …

India’s military declared substandard corrected shells "Krasnopol": that just a couple of years ago, bought, and only half spoiled. While still in contracting our once offered "Krasnopole" in the tropical version, but of course more expensive than conventional ones. The Indians have decided to save money and bought the usual … When our committee came to India, I was surprised to find that the shells are stored in positions in the open air — in the jungle! in the tropics! under the showers! under the hot sun! In most cases, even though there was a canopy … No, our projectiles and withstand such humiliating conditions, but not the same two years in a row! Although the contract clearly spelled out conditions of storage — the usual conditions of armories. Upon investigation, India claims to Russia, again, did not have … But at the same time the beginning of negotiations on the purchase of an additional batch of our "Krasnopole" already in tropical version …

By the way, our crafts were very, very grateful to the Indians for such a massive and continuous testing "Krasnopole" on the degree of resistance to extreme conditions of storage so … especially for the fact that the Indians had it tested at his own expense … I’ve heard that as a result some people even won — as a practical stability "Krasnopole" was decently higher than thought …

By the way, in general, the Hindus and the choice of something special there: think, for good reason, "Krasnopole" bought from us as well, for example, and the French? Their "Copperhead" Americans would be able to accurately vparit them, all are allies in NATO, after all, and long-standing business and military ties … But, "Copperhead" in the United States has long been retired and drank, and their production for a long time is minimized, not least because of the not too good design and low efficiency, and their competitors to push their doroguschie "Excalibur" were quite happy to share with someone and tried to hurry to bury rival …

The Indians claimed claim about the lack of high-altitude helicopter Mi-24. Began to understand. It turned out that India has entered into a contract with Israeli firm for modernization of Mi-24, including the increase of altitude. Jews podshamanit something there, have replaced some electronics and equipment, but no engines, no screw group — have not changed. And as a result, these modernized Mi-24 weight increased, then, respectively, and decreased altitude … In response to the accusations of Hindus our shrugged and indicated in the contract, according to which the illegal, inconsistent with our manufacturer, we upgrade unlicensed firms void the warranty and no claims are accepted. Upon investigation, India claims to Russia had …

And at the same time we were well paid for that we re-examined these Mi-24, to rectify that Jews shoals and again put on helicopters guarantee … In this case, of course, there is a certain fault of the producers — there simply was not ready version of the high-rise modernization of the Mi-24 (it came a little later), but if the Indians officially asked us to — high-altitude version would make much faster. And it would cost India, again, much cheaper …

The problem of increasing the cost of an aircraft carrier "Vikramaditya": when the contract is concluded and the Indians then, taking advantage of the moment and our problems in the 90s, just managed to impose onerous conditions and unrealistic low price. Trying to keep the money in our crafts removed from the contract work on putting in order all electrical wiring, replacement of electrical equipment, power plant, pipelines, and many other seemingly small things. The Indians knew about it, but it seemed unimportant to them, the main thing was — how can you lower the price.

As a result, after the execution of the contract with the carrier was rotted wiring, inoperable power plant and on the whole fairly neboesposoben. While virtually all that was stated in the contract — we have done. As a result, India has signed an additional contract for a decent amount and official claims to the Russian had. But if the Indians immediately involved all of these work in the contract, it would not have to redo what has been done and it would cost them about one and a half times cheaper than they pay now …

And by the way, almost certainly, the aircraft carrier would be ready for a long time and was a member of the Indian Navy (after the first contract we have done almost as scheduled) …

In addition, it strongly implicated Americans who dream of a Provisional Government of India and the decommissioned aircraft carrier to sell the "Super Hornet" in the kit to him and therefore widely used to eliminate a competitor any means, including "black PR" … While they are in their time, have once lectured his Indians decommissioned ship, swim where Indian sailors were strongly oppos
ed to the idea of get another decommissioned U.S. leaky trough … The fact is that, of all the U.S. military as a naval time, in my opinion, the most sober and coherent, do not throw in all sorts of expensive gamble for the development and procurement of dubious novelties at exorbitant prices (at least less than other types of troops, although in recent years and they clearly got carried away …). And to their ships are very anxious and thoughtful, and including all possible ways try to extend their service life. If they still write off the ships — it usually means that reside on them — just dangerous … just such a ship, and then the Americans handed over to the Indians, and who drank a problem with him over the head …

So the idea of Americans to sell Ukraine decommissioned "Oliver Perry" has caused me only sympathetic (with respect to the Ukrainians) smirk: not only that "Oliver Perry" — is not the most successful project to the same date (in the U.S. Navy ships which have better, more efficient … and by the way, offering the oldest "Oliver Perry" from … available), so also the cost of bringing it into a more or less decent view will be very, very decent … Not to mention the fact that his not even going to donate, as usually come from decommissioned weapons, giving them the necessary allies, and offered to sell Ukraine! By the way, a very good example of relations with Ukraine by the U.S. …

Generally speaking, the claims of the Hindus usually have to share at least ten, and their strong statements about "low-quality supplies", "frank marriage," etc. — An attempt to put pressure on us, an element of bargaining, and at the same time show their constituents that they are protecting the interests of India and "pests will not go …" This much have the mentality … As far as I know, no one had a noticeable claim Indians not proven to be real …

As the saying goes: the avaricious pays twice, stupid — three times, and there is a category of people who pay ever … To which category India — I do not know, but just because of the desire at all costs to save money, while receiving the greatest possible rollback and attempts shift the responsibility for their mistakes on others — Indians often pays at least twice …

Another example: Algeria and MiG-29. Algeria was the MiG-29 flown by the 150-200h on our handsome, and then said that some of the details on them — are not new, but with storage (EMNIP front landing gear). I note once: no complaints about the quality — not! Everything was in order, everything was out of warranty, no degradation of performance, and reduce the life of the others for that reason was not and was not expected. The fact was that the French wanted to sell its aircraft ("Rafa"), Algeria and tried to break our contract by any means … But given the close ties Algeria and its top (including the military) with France, and the presence of significant business interests in France in the Algerian war they did it … Alas, there really is wine, and our producer, was too lazy to put the new details and seller, although the possibility has prescribed the use of groundwork and spare parts to the DH in the contract, but somehow I could not see the full … Yet Still, the French bummer with the contract, and instead of Mig-29 set-Algeria did our Sioux 30MKA …

Another example: Iran and the C-300. A few years ago (like in 2008), Iran has paid a small down payment of $ 160 million. Our crafts, according to the contract, to prepare an appropriate amount of C-300, the Iranian military were trained in our work with the C-300. But then came to a standstill. Iranians do not want to pay the remaining amount and were endless negotiations to lower the price and supply of S-300 without payment, and ours, in accordance with the signed contract, believed that "the money in the morning — the chairs in the evening." When it became clear that the Iranians "doge" Russia on this issue — it’s a matter of principle, and no hope for no pay, spit on everything, and took the opportunity to cancel the contract.

A similar situation with Libya. In 2008, on account of debt relief Libya signed contracts for the supply of modern weapons, prepaid, Libya (Col. already rightly did not believe in the word …), and only then had to be delivered. And as the Libyans for three years did not bother to prepay anything — what can we claim to be? Russia acted in strict accordance with the contract signed by both parties … Nobody Libya to sign them at gunpoint did not make … And even if the Libyans did not want to buy weapons from us — their service was the whole world, people from various countries and companies wishing to sell weapons, Libya and swarmed. And France and did just been making tremendous efforts to sell its weapons of Libya … Now who’s fault is it that Libya was defenseless? As they say — who does not want to feed his army — will feed someone else …

But those who regularly paid — properly and get our weapons: China, India, Syria, Algeria, Cyprus, Malaysia, and many others. Do not argue, sometimes not without problems, but everything was resolved in due course.

I hope I was able to dispel at least some errors which, unfortunately, quite common in the media and blogosfere.I, as always, I suggest quite critical of regularly published pounce, always carry a fork to remove the noodles, and, in reading, make allowances for the widespread we zhurnalamerizm … (alas, I was not surprised when, in an article in a respected newspaper columnist in one sentence manages to make a 4 (four!) factual errors, mixed up everything, even the name of the product and the index .. .) Do not know, do not even have someone to consult before going to print??

Or, for example, I have a very respected pilot, General, with 30 "calendar" in the background, smart, knowledgeable, gives a very interesting interview about aviation, but when a reporter asks him a question about the Army, says that not competent in these matters and can not be qualified to answer them. That is a fighting general, who served for thirty years, considers himself not competent in matters which do not directly engaged in the line of duty, and we have any journalist or blogger who never served a day, no smell of gunpowder, it is not aware of any military realities, nor characteristics were armed with weapons, etc., without a shadow of a doubt thinks he knows everything is much better than the Ministry of Defence and the General Staff (say, some idiots out there, is not it — bright head, just brilliant …) and they can criticize and point out what to do …

And so when referring to unnamed sources in the Ministry of Defence, Government, or somewhere else — it is immediately clear that the data from the agency OBS ("One grandmother said") …

Or when accused of war in the "sawing" the allocated funds, I always want to ask — what does it mean you gentlemen are good, the prosecutor’s office, then do not access? Or is it, as always, clean water, your speculation and no evidence of you not? Or when crafts write about the worst war zakazuha not buying their "genius design", and criticized the military industries for the poor quality, lack of production and wild price, that too — a normal element of bargaining: manufacturers are trying to sell military WHAT THEY HAVE expensive, and the military are trying to buy what they need and cheaper. (Note THAT WANT TO SELL manufacturers do not necessarily coincide with THAT WANT TO BUY war … And on this occasion, too, breaks down a lot of copies, including public …) and each trying to put pressure on the other side including public opinion …

PS I once asked a journalist who wrote about another dill war, why he only criticizes, but anything positive is not writing. It is possible for me to explain that criticism (especially if you apply it w
ith a touch of sensationalism and sabotage …) attracts much more attention of readers, respectively, sells better, respectively, above the "weight" of the journalist and his royalties. And write it much easier and faster — no need to fret, to collect and analyze data, to coordinate the text with the military: invent, write and earn royalties … At the very least find a man who for ten years, if not more, as retired from service — and let it depicts all sorts of horrors, mercilessly priviraya and exaggeration in this, and at the same time believing that anything in the last decade have not changed … To such a frank admission I have nothing to add …
