Safa is based on the Arkhangelsk State Technical University.

The strategic objective of the new high school — providing innovative scientific and human support the protection of geopolitical and economic interests of Russia in the Arctic.

In practice, this means that the Safa aims to provide scientific and technical support for life in the Arctic and its safe development.

Development priorities NArFU are: high-tech knowledge-intensive industries and production and development of the infrastructure of the European North of Russia and the Arctic, the integrated use of biological resources, the development of polar medicine and health care, protection and preservation of the environment, social and humanitarian issues of the European North of Russia and the Arctic.

In 2010, the modernization of the infrastructure of the university allocated from the federal budget of 760 million rubles. These funds were used to equip the University with modern equipment, repair of various facilities, installations and divisions Safa, Safa said Rector Elena Kudryashova.

Results and prospects

In the first phase of the university entered Pomeranian University named after MV University, Arkhangelsk Forestry College of Emperor Peter I, Severodvinsk Technical College.

In the second phase of the university will include a number of vocational training institutions subordinate entities of the Russian Federation. First of all, it Sevmashvtuz — a branch of the St. Petersburg University of Shipbuilding in Severodvinsk.

During the year, the structure of Safa formed eight institutions: Institute information and space technology, Institute Oil and gas, Institute Law and Entrepreneurship, Institute Engineering and Architecture, Institute Pure and Applied Chemistry, Institute Economy, Institute Energy and Transport, Forestry Institute.

On the basis of Safa established five research and education centers (SEC), and three more are in the making. It was originally planned that the number of institutions and the SEC will increase as the accession of other secondary and higher education institutions. And on June 7 meeting of the Academic Council approved the new structure of Safa and announced the creation of eight new institutions. They are formed due to the connection to the federal university of other educational institutions.

As the First Vice-Rector NArFU Leonid Shestakov, The Institute will Mathematics and Computer Science, Institute Natural Sciences and Biomedicine, Institute Philology and Intercultural Communication, Institute social and political sciences and humanities (history, philosophy, journalism, political science), Legal Institute, the Institute Education, Psychology and Social Work, Institute Management and Regional Studies, Institute Physical Education, Sport and Health.
As a separate department will conduct training for students Faculty of Technology and Entrepreneurship. On the basis of the Severodvinsk NArFU branch is scheduled to open Humanitarian Institute.

Thus, in the Arkhangelsk created Russia’s largest research cluster. According to Helena Kudrjashovoj, its purpose — to make NArFU good resource center, which trains personnel for the study of the Arctic.

Arctic from space

One of the priority directions of research in Safa has space monitoring. In November 2010 at the Institute of Informatics and Space Technology NArFU created Center of Space Monitoring of the Arctic.
At the heart of his work — domestic technology acquisition and processing of remote sensing "UniScan-36." It is intended for reception of both optical and radar images of varying detail from satellites Terra / Aqua, Spot 4/5, Eros B; RadarSat half.

Satellite imagery is often the only source of objective information on the territory, which is especially important for such a remote and vast region as the Arctic. Shooting allows you to receive relevant information in near-real time, for example, about the ice conditions in the waters of forest fires, floods, to carry information support ships, etc. Sight range of the station "UniScan-36" is 3500 km.
Similar centers in more than 15 universities in Russia, but they are based on stations’ UniScan-24 "with a radius of 2,500 km of the review.

Research and application tasks

Especially proud of the staff of the new university is opened in late May Center the scientific equipment (CCU NO) "Arctic". In terms of equipment it can only be compared with similar centers in Moscow and St. Petersburg.

The equipment installed in it — is unique. Journalists demonstrated its capabilities. Devices allow for fundamental research in nanotechnology, physical chemistry, chemistry of natural compounds, organic chemistry, physics, disperse systems, pharmacology, etc. It is important that these studies are not only scientific but also practical character. For example, the Center’s specialists will be engaged in geochemical research related to the study of geological processes in the Arctic, exploration of mineral deposits, as well as to develop methods and tools for environmental control and monitoring areas. In particular, it is already Centre monitors the toxic rocket fuel component at the cosmodrome "Plesetsk".

As the Director of NBI BUT "Arctic" Dmitry Kosjakov, in the past year to repair and equip the Centre spent 250 million rubles in 2011, planned to buy more equipment for 150 million rubles.
Center, as the scientific division of Safa, will hold not only their own research, but also to enter into contracts with any third parties.
