Together with the company "RusHydro" — Russian hydroelectricity producer, RUSAL is building in the Lower Angara (Krasnoyarsk Territory) energy and metals complex, which will include an aluminum plant with capacity of 600 thousand tons and hydroelectric power capacity of 3,000 MW.

The agreement on the joint implementation of the project was signed BEMA Rusal and "RusHydro" in 2006. Bemo — the largest to date, energy and metals project in the world. The project will create about 10 thousand jobs.

The industrial complex will include an electrolysis plant, foundry and anode plant, power supply facilities and infrastructure. BoAZ will produce aluminum on its own energy efficient technology RUSAL — RA-300. The company will be a major consumer of electricity generated by hydropower Boguchan. The plant will provide about 3 million jobs. Who is ready first complex Boaz is about 30%. Construction Boguchan plant on the Angara River began in 1974. Between 1994 and 2005, construction was halted due to the economic downturn and reduced demand for electricity and resumed in full in 2006 after the signing of RUSAL and "RusHydro" agreement on the construction of the BEMO.

The program is an integrated development of the Lower Angara region — the largest investment project in Russia for the last 25 years. The program of development of the region based on the principles of public-private partnerships and provides for the establishment and expansion of transport and energy infrastructure, natural resources, and build a pulp and paper mill. BEMO project is a key element of the program — its implementation would create a power base necessary for the development of industry in the region.
