The new special economic zone is established in the Urals

 

In the Sverdlovsk region begins construction of infrastructure of special economic zone "Titanium Valley", so called because of the location near the world’s largest titanium producer, "VSMPO."

The corporation became the first resident of the zone. Authorities together with private investors are willing to invest 27 billion rubles.

In April, construction will begin infrastructure of special economic zone "Titanium Valley" in the Sverdlovsk region. Over the five years to develop the zone will be spent 27 billion rubles, the CEO of the Management Company "Titanium Valley" Artemy Kyzlasov.

Of these, about 10 billion rubles — this budget, approximately 8 billion rubles — this is a private investment and money networking companies, said Kyzlasov, RIA "Novosti". Prepare the infrastructure in the SEZ will be held in two stages, the main costs will fall on the first part of the project will be created when the basic engineering and transport facilities, added Kyzlasov.

As stated in the presentation of the SEZ, the first phase — 2012-2014 years — on an area of 295 hectares will be customs complex, railway station, freight yard, fire department, internal and external roads, first of all Verkhnesaldinskoye CHP and car parking. At this stage, the SEZ will be provided with electricity, gas, heat, water, internal networks and roads.

In the second stage — the years 2013-2016 — an area of 289 hectares will be built for residents of the freight yard, administrative and business center, a trestle between the first and the second stage, the second stage of CHP. The perimeter of the SEZ will be built business center, hotel, exhibition center and a training center.

According Kyzlasov, substation construction cost of about 8 billion expected to be implemented fully by private investors. Currently, the two companies are considering the creation of a special economic zone of generation, both of which are at the stage of technological solutions, he added.

By 2030, at the site of "Titanium Valley" is planned to construct 65 companies and all types of infrastructure networks. The total investment in 2031 will amount to 64.5 billion rubles, including 54.3 billion rubles — this investment by residents.

 

"In reality, in place of the SEZ is now an empty field. In fact, it is necessary to build a new city. Construction of infrastructure pays off for a long time — more than seven years. The costs of the state of the infrastructure will pay off only in the future due to the fact that the region will come large investors, new production, it will create new jobs. The SEZ area of about 600 hectares can accommodate 15-20 compact plants, each of which occupies 20-50 ha adds Loparev.

I must say that the choice of the name of the special economic zones — "Titanium Valley" — is associated with the next to the world’s largest manufacturer of titanium — the corporation "VSMPO." However, this does not affect the sectoral specialization of the SEZ.

She already has two resident. The first was the company "VSMPO — New Technologies" in August last year. This company has established the world’s largest titanium producer "VSMPO", 70% of which is still owned by the state corporation "Russian Technologies". Most likely, after the titanium producer in the SEZ will be pulled and consumers of titanium products. Titanium is used not only in hours or jewelry, but also in the aviation and automotive industries, as well as computer hard drives for power stations and desalination plants to seawater.

However, "VSMPO" has had in 2009 (prior to the establishment of SEZ "Titanium Valley") to open a Russian joint venture for processing titanium corporation Boeing — Ural Boeing Manufacturing. The plant is engaged in machining of titanium forgings for Boeing-787 Dreamliner and Russian aircraft. However, previously published information that the Russian corporation is in talks with Airbus about getting into the SEZ. However, what the outcome of the negotiations is unclear.

Another resident of the "Titanium Valley" at the end of last year was the company "Sinersis" established Electrical Engineering Plant.

Who talks about becoming a resident of the SEZ are conducted with more than 30 companies, with 40% of them — are foreign companies, and the rest — Russian. Negotiations are at various stages, said Bazhenov. The meaning of the SEZ is not only that the industrial park is created with all necessary infrastructure, but also in the fact that in this area there are tax and customs privileges. For example, residents of the first five years will be able to avoid paying taxes on the property, land and transport, and the rate of income tax for them to be reduced from 20% to 15.5%. In addition, residents do not pay customs duty on import of products and VAT (18%).

Participate in the project are all manufacturing enterprises that produce goods with high added value. However, in the first three years, the volume of capital investments resident must be at least 3 million euros.

Tax incentives exist for other special economic zones. Only four of them in Russia. Except for the young "Titanium Valley", is already working SEZ "Alabuga" in the Republic of Tatarstan, the SEZ "Lipetsk" in Lipetsk and SEZ "Tolyatti" in the Samara region (close to the "AvtoVAZ"). The first zone "Alabuga" began to be built in 2006, after the Russian earned a special law on special economic zones.
