The Russian base in the Republic of Kyrgyzstan

Prime Minister Dmitry Medvedev has approved and sent to President Vladimir Putin to ratify an agreement between Russia and Kyrgyzstan on the status and conditions of a Russian military base in Kyrgyzstan.

In Osh in southern Kyrgyzstan in the near future there will be a new Russian military base. Recall the request to President Vladimir Putin to strengthen Russia’s military presence on the territory of the Republic addressed in the past year, his Kyrgyz counterpart Almazbek Atambayev. A major new military facility will enable Russia to keep abreast not only in Kyrgyzstan, but also in the whole region. At the talks in Bishkek in September last year, Vladimir Putin noted that "the presence of the Russian parts of the region, both in Tajikistan and in Kyrgyzstan, will be an important factor of stability." According to him, those who want to destabilize the situation in the region, need to know that "there is a need forces that can be deployed in the fight against extremism, drug trafficking and terrorism." Therefore, the center for deployment of Russian military facility selected the hottest region of the republic — Osh. Extra-regional powers are constantly striving to destabilize the situation here. For the instability in Osh will affect all of the Fergana Valley and beyond. According to the director of the Center for Policy Studies (Bishkek), Sergei Masaulov, "being a base in Osh cements the security of the entire system from the south of Russia and Central Asia." Flag of the Russian Federation, raised in southern Kyrgyzstan, according to experts, will be conclusive evidence that Russia is ready, under certain circumstances, to fulfill the mission to stabilize the situation.

The new structure will include Russia’s CSTO air base "Kant", 338th naval communications, test center of naval equipment at Lake Issyk-Kul, and seismic station operating with SRF. The agreement is for 15 years with prolongation every five years and will be operational from 2017.

Unresolved question is Tajikistan, where housed the most numerous Russian military forces outside Russia. Units of the Russian 201st military base in Dushanbe, Kulyab and Kurgan-Tube has about 6 thousand soldiers. Base plays a key role in ensuring the military security of both Russia and Tajikistan, as well as other CIS countries to Afghanistan. In October last year, the head of the Russian Federation and Tajikistan have agreed to extend the agreement for the 201st base for 49 years. However, the Tajik Parliament still does not proceed to the ratification of the treaty. At issue and placement of Russian air group in located near Dushanbe airport "Ayni", reconstructed through India. It was assumed that the wing will increase the 201st base and provide air cover in the event of deterioration of the situation on the Tajik-Afghan border. Despite repeated statements Dushanbe that Russia may use the airfield "Aini" real confirmation of this was not followed. Tajik authorities whenever expose the new conditions. Experts believe that the Tajik side is again trading with Russia, trying to extract the maximum benefit for themselves in all areas of cooperation, and therefore does not cease to create disputes.

However, as the director of international projects of National Strategy Institute Yuri Solozobov, it is about leaving Russia to the southern borders of the former Soviet Union. "Without security, mountainous border of Tajikistan and Kyrgyzstan, we will not have a reliable protection: no border, no customs, no terrorism, no anti-drug, or any other," — said the expert.
