The state defense order in aviation: What will it be?


Coordination and control of the planning and implementation of the state defense order for the development and delivery of public needs, primarily the Russian Air Force, advanced aircraft systems — one of the main activities of the Military Industrial Commission (MIC) of the Government of the Russian Federation.

‘AS’: Ivan, tell us about the overall results of implementation of the state defense order in aeronautical engineering in 2012

JC: First of all I would like to note that the decision of the MIC formed the Council for aircraft construction, the main activity of which is to examine the problematic issues of formation and implementation of the state defense order for the creation and production of modern aircraft systems. The Council is headed by a member of the Military-Industrial Commission, an experienced and respected aviation expert Michael Chestnut.

It is gratifying to note that the job of the state defense order in 2012 to supply parts for public use aircraft performed almost in its entirety.

The enterprises of JSC "United Aircraft Corporation" manufactured and sold in the Russian Defense Ministry 35 aircraft systems. Among them: Sukhoi Su-34 multi-role fighters Su-35s, double multifunctional fighters Su-30cm.

Last year, the Air Force transferred the next Russian combat training aircraft Yak-130. Continued development of promising aviation complex tactical aircraft (PAK FA).

The fourth flight model of the PAK FA submitted for state trials in December 2012, I note that in the near future it is expected the first flight of the fifth flight of a prototype PAK FA. An important event in 2012 became the first flight and the beginning of the test of a prototype of a military transport aircraft Il-76MD-90A, the production of which started at JSC "Aviastar SP" (Ulyanovsk).

JSC "Helicopters of Russia" delivered 133 helicopters government customers, including the Ministry of Defense of Russia — 118 helicopters for various purposes: combat Mi-28N and Ka-52.

The aviation industry in 2012, while ensuring the supply of serial models of aircraft are actively engaged in technical re-equipment and modernization of production capacities. For this purpose from the federal budget in 2012 was allocated more than 14 billion rubles., And in 2013 planned to finance modernization of the aviation industry in the amount of about 16 billion rubles.

Implementing measures FTP "Development of the military-industrial complex of the Russian Federation until 2020" will reach a new technological level of production, introduce new advanced technology in the aircraft industry and, ultimately, improve the quality of aircraft.

"AS": What are the plans for the supply of aircraft for public use by 2013?

IH: In 2013, the supply of aircraft for public use will be carried out mainly in the earlier long-term contracts with government customers. Russian Air Force in the current year to replenish park aircraft not less than 200 aircraft and helicopters.

It should be noted that all the delivered aircraft equipment is modern, developed in recent years, or the last deep modernization to ensure all requirements of government customers.

However, to perform the tasks the Air Force, Air Force other law enforcement agencies are required not only combat aircraft systems. A number of tasks in peacetime and wartime, and performed with the use of civil aircraft.

In accordance with the request of the President of the Russian Federation VV Putin and the Russian government Minpomtorgom Russia jointly with interested federal executive bodies formed a preliminary master plan to consolidate orders for public use on the domestic civil aircraft.

In accordance with this plan the general need Russian Defense Ministry and other law enforcement agencies for the period 2012-2018 years in the civil aircraft of 104 aircraft for various purposes, including IL-8, 96, 12, Tu-214, Tu-19, 204, 35 SSJ- 100, An-30, 148.

Currently, the sides different mechanisms of resource support procurement of civil aircraft in the consolidated order, including leasing schemes and the use of credit.

"AS": How are issues of equipping the Armed Forces with modern military transport planes?

JC: The main problem of the state armaments program in terms of equipping the Armed Forces of the Russian Federation with modern aviation systems continues to be the development and production of aircraft of military transport aviation, maritime and special aviation.

Currently performed development work on creating a heavy military transport aircraft Il-76MD-90A military transport aircraft short takeoff and landing An-70 and, together with India, medium military transport aircraft. In addition, the already contracted to supply 39 Il-76MD-90A for the Russian Air Force. The final decision about the prospects for the supply of aircraft An-70 will be made after the completion of the development work.

Government customers, primarily the Ministry of Defense of Russia, has not yet decided the type of light military transport aircraft. To date, no open development work on the modernization of the An-124, no work has begun to resume its normal production.

To address these issues in the field of aviation and will be primarily focused work of the Military-Industrial Commission under the Government of the Russian Federation in 2013

In order to coordinate the development and mass production of military transport aircraft the decision of the Military-Industrial Commission under the Government of the Russian Federation formed an interagency working group. Discussion of problems of new aviation systems of military transport aircraft, development of proposals for the formation of the state defense order and to assist companies in its industry success is the core of the work of the interdepartmental working group.

The issue of Naval Aviation Navy Russia will be discussed at a meeting of military-industrial complex of the Russian Government in the near future.

According to the results of the discussion at the meeting of the MIC, we plan to form a coherent program of action of the contracting authority and the aviation industry to maintain the airworthiness of naval aviation fleet, modernization of the main types of aircraft, as well as the creation of the modern wing and helicopter aircraft systems patrol aircraft.

"AS": Ivan and are working out a new approach in the interaction MIC and the Ministry of Defence of the Russian Federation in the implementation of government contracts for the supply of aircraft.

JC: One of the new directions of military-industrial complex of the Russian Government is to ensure the transition to the placement and execution of public contracts for the entire life cycle of the aircraft — from its creation to disposal.

Preparing to transfer aircraft repair plants in the Russian Ministry of Defense Industry and Trade of Russia mandated the organization of their activities as part of large corporations and holding companies of the aviation industry.

New features in the organization of work on the formation and implementation of the state defense order opened adopted in December 2012, the Federal Law № 275-FZ "On the state defense order."

Work on the law "On the State Defense Order" was carried out in close cooperation with the military-industrial complex deputies of the State Duma and the Federation Council. Managed to find a well-balanced approach to addressing a range of issues that confronted the government customers and executors, in this case, to design, manufacture, service, repair, upgrade, and finally disposal of aircraft
