UN condemns Damascus
General Assembly of the United Nations adopted a resolution to place the blame for the development of the conflict in the country on the Syrian authorities
The document prepared by Qatar and Saudi Arabia supported the 107 UN member states. Representatives of the 59 delegations abstained. Twelve countries — notably Russia, Belarus, China, North Korea, Iran, Venezuela and Syria itself — voted against the document. A similar resolution was adopted by the UN General Assembly in August of last year — when it was supported by 133 countries, with 12 against and 31 abstentions.
The resolution also welcomed the establishment of the National Coalition of Syrian revolutionary and opposition forces, saying the union can take part in the negotiations on the settlement of the conflict. In addition, the text says that in order to normalize the situation in Syria is necessary to create the governing body of the transitional period, the objectives of which are temporary performance of the functions of the president and the government of the country, the preparation of a new constitution and holding early elections.
Syria's Permanent Representative to the UN, Bashar Jaafari, in his speech at the General Assembly, during which discussed the draft resolution, said that the content of the project is contrary to its title — "On the termination of hostilities," and that in fact the goal of the project — the aggravation of the situation in Syria. The document is also in contradiction with the recent Russian-American agreements that greeted Damascus. The diplomat said that the terrorists in the SAR commit barbaric crimes — kidnapping, murder, destruction of shrines … According to him, it is surprising that some of the country, saying that if they do bring freedom and democracy to Syria, at the same time, the very Syrian deprive people of the right to choose their representatives and management.
Bashar Jaafari pointed out that as soon as the preconditions are added to the political settlement of the crisis in the country — begins spread terrorist activities on the Syrian soil and activated steps of some countries to undermine attempts to resolve the situation peacefully. This is the kind of message that they are not interested in a peaceful resolution of the crisis, an example of that, he said, and the project has become the current resolution.
"The adoption of this resolution will clearly demonstrate that the best way to put an end to the suffering of the Syrian people — this is a political solution to the conflict, to which we aspire," — said before the vote, the deputy U.S. ambassador to the UN Rosemary DiCarlo.
With harsh criticism of the new resolution on Syria by Russia. "The desire to push through a resolution in the General Assembly indicates an unwillingness to move towards a political solution to the conflict, as provided for Russian-American agreement in Moscow on May 7, — the posted on the website of the Ministry of Foreign Affairs of the Russian official report. — They are a key element — working together to carry out in the near future of the international conference on Syria, in which is to be launched mezhsiriyskomu political dialogue to resolve the fundamental issues of the future of this country. " Earlier, Russia has sent a letter to the 193 countries that are members of the United Nations, to refrain from supporting "one-sided" resolution, the adoption of which could be "destructive" step in trying to stop the violence in Syria and begin a political dialogue.
In turn, the representative of China to the UN said his country believes that the only way to exit from the crisis in Syria political settlement. He noted that many of the paragraphs of the draft resolution, common concerns of the Chinese side. The representative of South Africa said that his country was disappointed text of the resolution because it is unbalanced, biased and will only lead to an escalation of the Syrian crisis. The Iranian diplomat said that the project undermines international efforts for a political solution to the crisis, and contrary to the UN Charter and the principles of international law, the authors ignore the terror of armed groups. The representative of Venezuela also called the project biased, politicized and unbalanced, leading to an escalation of the war. This text lets the dialogue, violating the sovereignty of Syria, threatening the security and stability in the world, he added. The representative of Bolivia said, his country opposed the resolution because it does not reflect reality, the report does not desire for a political solution to the crisis, it is not aimed at halting the violence, but rather creates a barrier to political resolution of the crisis.
Neither the non-binding UN General Assembly resolution would not be news if it were not for the reaction of Russia, wrote U.S. "Wall Street Journal". According to the newspaper, Moscow, agreeing with Washington to hold a peace conference on Syria, "divided the Europeans and tipped the scales against the Western-backed Syrian opposition."
Plans for the U.S., UK and France of arming the Syrian rebels are not completely rejected, in order to force Moscow and the rebels take the conference seriously, emphasizes the "Washington Post".
The bitter irony of the conflict lies in the fact that the Syrians were on opposite sides of the fence, a lot more in common than they think, says the French "Le Monde". If you ask them what they want for Syria, and the loyalists and rebels answer: a single tolerant society, a fair representative of the state, the newspaper said.
