Today in Yokohama in the presence of Russian President Dmitry Medvedev signed a trilateral agreement on construction in Tatarstan plant producing urea fertilizer worth $ 1 billion. It was signed by Tatarstan company "Ammonium" and the consortium of Mitsubishi Heavy Industries (MHI) (Japan), Sojitz Corporation (Japan) and China National Chemical Engineering Group Corp (CNCEC, China). Under the agreement, the plant will be built in Mendeleevsk, commissioned in 2015, and its basic capacity for ammonia will be 717 thousand tons per year.

This project is interesting for several reasons. First, This is the first plant for production of mineral fertilizers, which will be built in Russia with a "zero" for the last twenty years. Second, it will be built exclusively by foreign experts. «MHI», as the leader of the Asian consortium will be responsible for basic and detailed engineering, equipment procurement and distribution of technical personnel for installation and commissioning. «Sojitz» — to coordinate and transport in Russia, China CNCEC will directly build. Third, interesting technological solutions incorporated in the project. His "highlight" is a new technology for Russia (From the company Haldor Topsoe, Denmark) combining the production of ammonia and methanol. The corresponding unit can produce in a year, depending on market conditions, or more than 700 tonnes of ammonia and 455 thousand tons of ammonia and 238 thousand tons of methanol. The original project also provides the possibility of increasing the plant's capacity by building a unit capacity of granular urea 717.5 thousand tons per year.

In general, such a wonderful project that, in addition, has a clear scheme for raw materials and marketing of the final product. Raw materials — natural gas, promised to supply the plant in full "grand" structure "Gazprom", "Tatgazinvest" that the name of the gas monopolist supplies gas to the whole country. Fertilizers produced by the plant, ready to be consumed in an amount up to 300 thousand tons of Tatarstan farmers, methanol — a nearby "Nizhnekamskneftekhim", which makes him a synthetic rubbers.

This project is, in fact, created the Tatarstan authorities to implement the idea of "raw material security" of the country. Large ammonia plants, such as the "Togliatti" and "Kuibyshevazot", located in the neighboring region — Samara region. But Tatarstan needed its own plant for the production of mineral fertilizers and chemical raw materials for further processing. "We have no ammonia. Or we will build this production on equal footing, or someone must be guaranteed supply of cheap raw materials for the production of fertilizers, "- said in 2005, the current president of the republic Rustam Minnikhanov, who was its prime minister.

However, when in 2006 the company was organized by the "Ammonium" republican authorities had to give him a majority supplier of raw materials — "Gazprom". Prior to the beginning of this year, 32% of "Ammonium" belonged to the Investment and Venture Fund of the Republic of Tatarstan, the rest — "Regiongazfinans" (Moscow). Actual management of the enterprise is run by "Tatgazinvest", whose head — Rinat KHANBIKOV, is chairman of the board of directors "Ammonium".

In 2008, the first President of Tatarstan Mintimer Shaimiev and chairman of Vnesheconombank (VEB) Vladimir Dmitriev solemnly laid the foundation of a new complex in Mendeleyevsk, planning, that in 2012 it will release its first products. However, the project "would not go," apparently for financial reasons. His main investor with the amount of 870 million dollars was to be the EBV. In this case, it was expected that $ 650 million of this amount will provide Japanese banks.

But the Japanese have agreed to give the money just now, and on different terms than those discussed three years ago. Today in Yokohama revealed that the project will be financed through a syndicated loan of VEB and the Eurasian Development Bank, which will be refinanced by the Japan Bank for International Cooperation and the bank Sumitomo Mitsui. However, as already mentioned, among the participants of the Asian Consortium for that time there was one company — the Chinese CNCEC, which the contractor would get the money for the construction of a new Russian company (Tatarstan, apparently, insisted on their contractors). And finally, for sure after this change the composition and the shareholders of the project, which will obviously be included Japanese party with a share of not less than blocking.
