The President has put in place the NSDC decision on the establishment of the nuclear fuel cycle in the context of energy security of Ukraine.

The corresponding secret National Security Council adopted a decision on June 5 2013goda, the press service of the head of state on Wednesday, June 5.
"According to Article 107 of the Constitution of Ukraine decree: to put in place the decision of the National Security and Defense of Ukraine from June 5, 2013" Issues of nuclear industrial complex and the creation of a nuclear fuel cycle in the context of energy security of Ukraine "(Secret)", — said in the decree.

The aim to create elements
A comprehensive program for the creation of the domestic nuclear fuel cycle in Ukraine involves solving problems in the long term through the use of domestic raw materials, production, scientific and technical capacity to meet their own needs in nuclear fuel and outputs with high-tech products to the world markets. To do this, planned phased development and creation of elements of the domestic nuclear fuel cycle, including increased production and processing of uranium and zirconium resources, obtaining uranium hexafluoride, the reconstruction and the establishment of facilities for the production of zirconium alloys and rolled in the final stage — and for the production of fuel assemblies. The operation of uranium enrichment implies the use of foreign powers. The problem of spent nuclear fuel is supposed to solve by building nuclear power plants on special dry storage.
It should be noted that Ukraine is ranked 6th in the world and 1st in Europe in proven reserves of uranium, has significant reserves of zirconium production facilities for processing uranium and zirconium ores, development of industrial base and technology of nuclear pure zirconium and hafnium, zirconium hire, as well as a significant scientific and technical capacity to support the development of the nuclear fuel cycle.
