Passenger vertical transport of residential and public buildings in the light of new requirements

Requirements for passenger vertical transport is one of the most important aspects of the design and operation of both high-rise buildings, as well as passenger elevators themselves.
In accordance with the Federal Law № 184 of 27.12.02 «On technical regulation» in Russia developed and adopted:
— «Technical Regulations on fire safety requirements» (Federal Law number 124 from
22.07.08. Put into effect on 01.05.09);
— «Technical Regulations on the safety of lifts» (Russian Federation Government Resolution № 782 of the
02.10.09. Come into effect from 14.10.10);
— «Technical Regulations on the safety of buildings and structures» (Federal Law number 384 of 30.12.09. Is effective from 30.06.10).
These technical regulations (hereinafter TP) contain requirements for both the elevator and aspects of the installation and use of elevators in buildings. In accordance with the law in more detail the requirements to be deployed in the regulations (national standards, codes of practice), necessary for the execution of the TP. The main functions of passenger elevators in buildings that are listed in the regulations are:
1) maintenance of a specified level of passenger comfort, resulting in different periods of operation of buildings;
2) if necessary, transport the patient to a stretcher «emergency»;
3) accessibility of buildings and facilities for the disabled and other groups with limited mobility, in accordance with Article 12 of the Technical Regulations on the safety of buildings and structures;
4) support, in specific cases, transporting fire units in accordance with the extinguishing tactics, according to the requirements of TP;
5) ensuring evacuation (salvation) of the people with reduced mobility (the disabled, the elderly and other people with limited mobility) to a safe area to avoid harm to their health and lives as a result of exposure to the hazards of fire, in accordance with Article 8 and the provisions of the current TP
SNIP 35-01  and SNIP 31-06.
Options 1 and 3 do not apply to the field of security and, therefore, the article will not be considered. Development teams above technical regulations and related regulations scattered work, requirements and the situation in some cases, are not coordinated or just different. Creation of regulatory documents required for the application and enforcement of the above TP is in the following state:
— to the Technical Regulations on fire safety requirements the documents mainly been developed, approved, and act;
— regulations to the Technical Regulations on the safety of lifts is currently under development;
— Article 42 of the Technical Regulations on the safety of buildings states: «For the purposes of this Federal Law building regulations approved prior to the entry into force of this Federal Law, recognized codes of practice»; that is, they remain valid.
According to paragraph 2 of Chapter 7 TP  and from the position of SNP [6, 7, 8], the requirements for the equipment of buildings passenger lifts depend on the functional purpose of the building, its layout and the height of the upper populated floor with respect to the floor entrance to the building (usually the first floor). At the same time at least one of the elevators of the building must have dimensions allowing transporting a patient on a stretcher «ambulance.» The title provides security for sick people living in the building: 2 function — transportation, if necessary, a patient on a stretcher «first aid».
Most of the safety requirements of buildings defined fire safety. To ensure fire safety, according to the current SNIP 21-01 , the height of the buildings is determined by the difference between the marks to the surface of the passage of fire trucks and the lower boundary of an upper window (excluding the upper technical floor). This definition is related to the height at which the firefighters have the opportunity to climb with the help of auto-stairs. Current standards [6, 8] apply to residential buildings of up to 75 public buildings — up to 55 m (SNIP 21-01  indicated 50 m — a contradiction). For buildings of greater height, in accordance with paragraph 2 of Chapter 18 of the Technical Regulations on fire safety requirements , «must be developed specific technical specifications reflecting the specific provision of fire safety and co-holding set of necessary engineering, technical and organizational measures to ensure fire safety «. Special technical conditions which must be based on the requirements adopted by TP are binding instruments on which conducted the design of each individual building.
Unfortunately, TR  contains the requirement that repeat or contradict each other. Thus, TR  requires:
Article 85, paragraph 5: «Ventilation systems protivodmnoy protect buildings and structures should ensure the supply of air and the creation of excess pressure in rooms adjacent to the location of fire, stairwells, hallways and in the elevator vestibule gateways.» This requirement violates Article 88, paragraph 17 of the same TP, which indicates that the excess pressure in the elevator site in buildings height of 28 m or less is not created, and that the excess pressure can be generated not in elevator lobbies and in mines. Usually, in practice, elevator lobbies do not create excessive pressure, since it is very expensive, it is created in the elevator shaft, which is allowed according to the Technical Regulations on the requirements for fire safety. — excess pressure is generated only when there is a fire in the building, as in TR  is written;

3.45 «If the project is impossible to ensure the evacuation of people with reduced mobility for the required time, for their salvation in the escape routes should be provided fireproof zone from which they can be evacuated for a longer time or be in it until the arrival of rescue sub-divisions.»

PA Polyudov reported that in November 2009, the developers of the new technical regulations, to meet his final version officially published, addressed the public on behalf of the elevator and the Coordinating Council of the self-regulatory organizations in the government in the name of the first vice-premier I. Russian President Dmitry Medvedev signed the Federal Law «On Amendments to the Federal Law» On Amendments to the Federal Law «About the Fund of assistance to reforming housing and communal services» and some legislative acts of the Russian Federation. «
The amendments provide for the extension of the complete elimination of cross-subsidies in the housing. According to the signed law, the elimination of cross-subsidies extended until January 1, 2012. Before making these changes, one of the conditions for obtaining a subject of the Russian Federation from the Fund has been the elimination of cross-subsidization in the region since January 1, 2011.
The reason for changes is the situation in some regions, where the authorities did not carry out systematic work on the modernization of housing and communal services. As a result of the abolition of cross-subsidization there rose sharply tariffs for housing and communal services.
Russian President Dmitry Medvedev also signed the federal law «On Amendments to Article 7 of the Federal Law» On Amendments to the Federal Law «About the Fund of assistance to reforming housing and communal services» and some legislative acts of the Russian Federation «and Article 65 of the Federal Law» On Placing Orders on the supply of goods, works and services for state and municipal needs «.
The changes allow the Supervisory Board until 31 December 2010 to decide to increase the limit of financial support from the Fund the subjects of the Russian Federation, which are located Monoprofile municipalities («company towns»), not only for capital repairs of apartment buildings, but also for the resettlement of citizens from emergency housing.
