Alexei G., 22th military motor vehicle inspection is one of the largest in the Armed Forces of the Russian Federation. — Currently, inspection of a harmonious system, operates on a territorial basis. The structure of the 22 th VAI VAI includes 10 territorial located in five regions of the Russian Federation. They are deployed in the Amur Region (Blagoveshchensk and Belogorsk) in the Jewish autonomous region (Birobidzhan), Khabarovsk territory (Khabarovsk and Komsomolsk-on-Amur-Prince Volkonsky and Vanino) Primorye Territory (Ussuriisk and Lesozavodsk), the Sakhalin region (Yuzhno Sakhalinsk, and the island of Tiksi).

Thus, in the framework of the state technical inspection of vehicles of the military departments of the Russian Federation, it verifies compliance with the technical state of equipment and technical means the requirements in the field of safety of life and health. This necessarily takes into account peculiarities of the environment and traffic.
Inspection controls the admission of the drivers to take part in traffic, alerts and prevents crimes and administrative offenses relating to the operation of vehicles. Also, our service identifies stolen vehicles, state registration plates and forms of certificates of registration of vehicles, passes the passage of the TRP. In addition, we specify affiliation vehicles to monitor the implementation of the Federal Law «On obligatory insurance of civil liability of vehicle owners», form data to a federal database of the results of the TRP.
But all of the above, -lish part of our task. The lion’s share of effort and time it takes to organize work on road safety, to monitor compliance with the military and civilian personnel of the Armed Forces of legislative and regulatory acts of the Russian Federation in the operation of vehicles of the Defense Ministry in the military units and on public roads. Finally, one of our main concerns is to manage subordinate Automobile Inspectorate (territorial), keeping them in readiness to perform their assigned duties in peacetime and wartime.
— What about improving the performance of the military traffic police at the moment, what steps are being taken in this direction?
— Just the question of improving the work of the organization of traffic, as well as the overall service of military traffic police, was dedicated last year at this gathering heads of territorial VAI Ministry of Defence. The event was held on the basis of our district, in the city of Khabarovsk. The main attention was paid to the improvement of traffic management in the garrisons of the military districts, on the roads and at the checkpoints with the new automated systems of accounting and control of military vehicles.
Also during the gathering, the participants analyzed the situation with the introduction in the course of reforming the Armed Forces of maintenance and repair of motor vehicles by third parties (that is, the principles of outsourcing), a significant reduction in official vehicles and other realities of the present time. Together, we came to the conclusion that there is a need to develop new guidelines and changes in the principles of the VAI military districts. But this problem in the future.
— You regularly summarizing the work of the military automobile inspection. There is something to be proud of for the last time?

However, I always made sure that the head of the local SAI will organize work of subordinates properly. Before this interview, I decided to see how traffic inspectors are on duty. I have to say that the organization of the service here was professional, the whole mechanism works like a clock. A small friendly team headed by an experienced specialist Colonel Andrei Petin. Especially that inspectors VAI always have to take a principled stand against the unit commanders, in charge of the automotive engineering.
By the way, most officials understand the importance of service VAI, actively cooperating with us. Although there are some bosses who try to ignore us. For example, do not emit orders for office and vehicles for the organization of road safety in their respective garrison. Sometimes VAI inspector comes for inspection, and the technique is not properly prepared. Fortunately, such cases in our service today is getting smaller.

It is known, was born in the beginning of the First World War. But the legal date of its foundation in our country is considered to be August 26, 1942, when the order of the Main Department of the automobile and road service of the Red Army, the Department of Military Highway, road-traffic control services and the inspector were merged into one department of military traffic police and military roads . So this year, VAI service celebrated its seventieth birthday. It is gratifying that our regional VAI met their professional holiday with a fairly high rate.
— Alexei G., despite the variety of tasks that usually begins your work day?
— Every time I start with a general construction of the personnel of the 22th VAI. I spend coaching, stress that the common safety rules must be followed and drivers and pedestrians.
Generally in my performance practice it occupies an important place individual work with each subordinate. I try to be aware of his subordinates as much as possible, to provide conditions for performing their duties, and for productive leisure. And why not limited to personal time to pay attention to each colleague. If you know that an inspector SAI, there are problems in the family, I do not admit him to the performance of official duties. I believe that it is better to pre-empt an incident in the future than to understand why it happened.
— What do you think should be done to roads that go military drivers were safe?
— Over the previous years, the road became a little better, new tracks. However, unfortunately, deaths of military personnel and civilian personnel the Armed Forces continue to occur. The road does not understand, military or civilian employees, retirees or working. Until trained and educated driver will crash. Yes, and pedestrians must obey the traffic rules.
For the average driver of military ethics education of road user begins «in the civilian world.» It is formed in the family, at school, in secondary or higher education. Often drivers drive by proxy. And once a car registered to someone from relatives, say, a wife or mother in law, to bring a soldier to classes on the rules of the road can not be.
