The need for the Federal Program of modernization or replacement of elevators in the housing stock of the Russian Federation for 2009-2020 with the involvement of small and medium-sized businesses and the formation of inter-sectoral working group for its work and implementation of the need to establish a Federal Program of modernization or replacement of elevators in the housing stock of the Russian Federation for 2009 -2020 years with the involvement of small and medium-sized businesses is dictated by two actually existing conditions: economic (organizational) and political, which are closely linked.

From the economic standpoint, so far in the development of Russia’s elevator industry mainly influenced by the construction of high-rise buildings of social and domestic and industrial use.

It should be noted the main stages of development of the industry. In the 1960s, the state actively participated in its formation and development. Thus, in 1963 it was created

Central Design Bureau design and main lifts lift building plant. At that period of time before the elevator industry was one main task — to ensure high-rise buildings under construction elevator equipment, and given that the specified service life of lifts is 25 years old, the problem was only in the quality maintenance of existing elevators.

Currently, there was a problem not only to ensure the elevators under construction, but also solve the problem of replacing the end-of-term lifting equipment, the number of which is increasing every year. Replacing parts of elevator equipment will only complicate the problem, not solving it radically.

The situation is complicated by the fact that the leadership of the elevator industry from the state ceased in the early 90s. Now Russian companies that manufacture lifts and component suppliers can only rely on their own strength. State participation is limited only by the supervisory authorities: Rostekhnadzor, MES and Rostechregulirovanie.

It should be noted that the foreign manufacturers of elevator equipment in large volumes all invade the Russian market of elevators. Given that many of them have more experience in the manufacture of elevators (started to produce for 30-50 years before) that they have the support of big capital, Russian companies, manufacturers, of course, difficult to resist their onslaught and price, and the level of services provided . In the absence of support from government agencies Russian enterprises of the elevator industry will meet the same fate as the beginning of the company ’90s. Of course, healthy competition always promotes. And the question is not at any cost to close the access to the Russian market of foreign firms an elevator. The fact that currently possible Russian and foreign firms is not identical.

And if the elevator market in Russia will remain only foreign firms, they will start to dictate their favorable price. And given the not always favorable towards the Russian political attitude, there may be problems in terms of stability in the country. Besides Russia becomes dependent on the economic situation of these companies, that when you change hosts, or other external influences may stop the supply of necessary components at any time, referring to the force majeure. Meanwhile, lifting equipment manufactured by domestic producers, not only for the objects of social and domestic purposes, but also for objects of state significance.

On leaving the elevator market of domestic producers will lose their jobs, tens of thousands of skilled workers in the sector, including organizations engaged in installation and operation, as Russian lift building plant attracted a large number of co-operation of small and medium-sized enterprises.

Russian company-producers for his part taking steps to better organize the work, to join efforts to create a competitive product in relation to the foreign companies. Measures are being taken to create a regulatory framework, preparing the conditions for the creation of self-regulatory organizations, who will be ready to take over control over the quality of manufactured products, quality installation and operation of the examination of project documentation, certification, as well as some of the functions of public supervisory authorities.

At the same time there are problems that must be solved at the state level. For example, training in the department with specialized educational institutions, vocational specialists for the elevator industry: from workers to managers. The regions should be established to collect information on the planned replacement of elevator equipment shall be secured funding for the work not only of the federal but also the local budget. Necessary to establish the scientific base of the elevator industry, which will ensure the development of promising models of the main components of the elevator equipment. Support for the elevator machinery industry in line with the recent government decisions to support Russian industries.

The volume of the regions started work on the replacement and modernization of elevators are extremely small. The regions do not have enough cash. At the same time the cost of replacement of the elevator is on average 1.5 million rubles.

The work started in the framework of the Federal Law

№185-FZ, will improve the situation with the replacement and modernization of elevators, but not solve it completely. So, instead of annual output reached the end of service life of more than 15 thousand elevators, in 2009 to be replaced only about 8 thousand elevators. The delay in radical solutions to this problem can lead to massive shutdowns of elevators and as a consequence, to the negative social processes.

An important aspect of the work is started and the selection of contractors and suppliers. There are cases where due to dumping prices tender won organizations without sufficient qualifications for these jobs.

All these questions can combine the federal programs that must be developed for 2009-2020 with an annual refinement of its volumes and partitions. The program should provide for a solution, and today’s problems, and to ensure long-term development of the industry. It must be formed on the basis of how existing companies manufacture, installation, operation and maintenance of elevators and, if necessary, create new incentives, taking into account the administrative structure of the Russian Federation and its geographical features. The program must contain clear, understandable and simple mechanism for implementation in the federal districts and regions to ensure the efficient use of funds and resources, providing the industry and the state control over its execution.

For a phased solution of this problem and the detailed design of the Federal Program SUPPORT OF RUSSIA proposes to create an interagency commission.
